- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics Branch (DCEG), Clinical Genetics Branch (CGB) plans to procure on a sole source basis the data linkage, and two additional rounds of clinical follow-up of the Persistence and Progression cohort a from Women's Health Research Institute, Division of Research, Kaiser Permanente Northern California, 2000 Broadway, Oakland, CA. 94612. This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 541990 and the business size standard is $14.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement.The period of performance shall be from May 2014 to April, 2015. The Division of Cancer Epidemiology and Genetics (DCEG) is a research program of the National Cancer Institute (NCI), one of the National Institutes of Health (NIH). The Division is the world's most comprehensive cancer epidemiology research group. And, the Clinical Genetics Branch (CGB), a human genetics program within DCEG conducts multidisciplinary research to advance our understanding of how cancer develops at the molecular level, and to translate this knowledge into effective clinical applications for cancer-prone individuals and families. This one year procurement is designed to obtain epidemiologic data on 55,000 participants in the collaborative HPV Persistence and Progression (PaP) cohort study being conducted by NCI and Kaiser Permanente Northern Caliornia (KPNC). Adding the new information to the study database will permit examinations of possible risk factors for CIN2-3 among HPV-infected women, and will permit correlations of these factors to other molecular markers being assayed separate to this acquisition in the archived PaP specimens (e.g., genotype, methylation, microbiome). KPNC will perform a record linkage to available internal databases and, for each cohort member, will provide the information as available in the electronic databases for the 10-year period prior to cohort enrollment (the index date). All information will be de-identified, and linked only by a non-identifying study ID. The requested scope of work can only be reasonably achieved by the collaborative efforts of Kaiser Permanente Northern California (KPNC). The NCI-KPNC PaP Cohort is a unique resource that is not available elsewhere. KPNC data can only be accessed, masked, and shared by KPNC itself. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, May 3, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
