- SF-1449 The Contractor shall provide a two-person rope access inspection team to perform the following tasks: (1) Perform a combined routine and fracture critical inspection of three U.S. Army Corps of Engineers (USACE) lock and dam service bridges and tainter gates over the Mississippi River at: a. Lower Saint Anthony Falls (LSAF) Lock and Dam Service Bridge located in Minneapolis, Minnesota. (Approximate length of bride is 330 feet) b. Lock and Dam 7 (LD7) Service Bridge located near La Crescent, Minnesota. (Approximate length of bridge is 940 feet) c. Lock and Dam 8 (LD8) Service Bridge located near Genoa, Wisconsin. (Approximate length of bridge is 934 feet) (2) Perform FCM/Routine inspection of four (4) tainter gates (2 at LSAF and 2 at LD8) and three (3) service bridges. Government personnel will place bulkheads and raise gates completely out of the water for inspection. The tainter gates at Locks 7 and 8 are 40 feet wide. The tainter gates at Lower Saint Anthony Falls are 56 feet wide. (3) The contractor's team leader shall be Level III certified in either IRATA or SPRAT. The team Leader shall provide 8 hours of review of SPRAT Level 1 tasks for two (2) Corps employees to include a practice rescue into a boat. The Corps will provide the boat. Both the training and boat rescue will take place on the first day of work at the Corp's Lower Saint Anthony Falls lock and dam site. (4) All inspection work shall commence no sooner than 9 September 2014, and be completed no later than 30 September, 2014. Inspection duration is estimated at seven (7) total work days. Work will not be conducted on Sundays. The inspection commencement date shall be jointly agreed to between the contractor and the government no later than fifteen calendar days after contract award. (5) The St. Paul District will supply the inspection leader (Jim Ulrich) who will consolidate all information to include sketches and photos and write the formal bridge inspection report IAW USACE requirements. Mr. Ulrich will be on site for the entire duration of each inspection.
