- Digital Signature DSP2 RFI v9 Final - 4.18.14 THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. General Services Administration, Office of Management Services is issuing this RFI notice to measure the interest and availability of business firms, including HUBZone, 8(a) or Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB) or other Small Business concerns that are capable of performing digital signature solution services. This RFI is for an industry outreach effort intended to engage industry in an exchange of ideas. GSA is continually looking for ways to better meet the management challenges inherent to an innovative, evolving agency seeking to become markedly more efficient, while meeting the continuously increasing expectations of its IT customers. Therefore, as we approach the need to develop requirements for a digital signatures solution, we invite the industry to suggest ideas in technology, business practices and service models that will help us meet this need. Through this industry outreach effort, Office of the Chief Information Officer (OCIO) seeks feedback from industry in the definition of our technical requirements. GSA's inquiry is preliminary and we are not seeking a proposal. We do, however, look forward to seeing the kind of suggestions and solutions that our partners in industry can provide. This outreach to industry is in line with the recent focus from the Office of Management and Budget (OMB) and their Office of Federal Procurement Policy (OFPP) advice to agencies. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI will be treated as business confidential information, and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses, accordingly, if the information is considered to be confidential or proprietary. Responses to the RFI will not be returned. Responses to this notice are not offers and cannot/will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Please submit your written responses no later than (Friday) May 9, 2014, 1pm (EST) via email "only" to the primary contact: Denise D. Young via email at denise.young@gsa.gov with a copy to the alternate contact: Diane P. Taylor, Contracting Officer, at email diane.taylor@gsa.gov. No telephone inquires will be accepted. The attached document contains a total of eighteen (18) questions. You may answer any or all of the questions, to the best of your ability. Please respond using the number of the question found in the attachment, i.e., 4.1, 4.1.1, etc. Please limit responses to a maximum of twenty (20) pages total. Page limitation of 20 pages total (single-sided, single-spaced, minimum font size 11) for the responses. Responses will only be accepted if submitted electronically, MS Office Word 2007 compatible or PDF. PLEASE NOTE: The GSA program office intends to conduct one-on-one question and answer sessions to address any questions with companies who respond, as needed, to get further understanding of their solution. Details regarding the individual company sessions will follow in a future notification.
