- Industry Day Notice The Maritime Administration (MARAD) will be hosting Industry Day for the 2015 Acquisition for Ship Management Services on May 9, 2014 9:00 AM-12:00 PM. This event will be held at the Department of Transportation Headquarters at 1200New Jersey Avenue, SE Washington, DC 20590. The purpose of this Industry Day is to gain and provide insight on the structure of the upcoming solicitation. We want to hear from you how we can improve our program and ensure its viability for both government and industry. MARAD is seeking industry and stakeholder input in the development of the 2015 solicitation. We have developed some key questions to start the conversation: Is the level of risk ship managers assume appropriate? What can we reduce risk for ship managers? How can we make the ship manager performance requirements more commercial-like? What is an optimal base contract performance period that best balances risk/cost/performance? What performance Options? What performance metrics should MARAD be using that it's not? What performance metrics are using MARAD that are ineffective? How will prospective reductions of six or more vessels from the RRF impact the industry? Given the prospective budgetary constraints in the next 2-5 years and beyond, what is the optimal ROS crew size/mix MARAD should consider while still meeting readiness requirements? What requirements in our ship manager contracts can be revised to decrease costs while still maintaining 5-day readiness? For what reasons is the ship management industrial pool is dwindling? Or, is there something about our program that limits the pool and/or prohibits participation or maintenance of viable ship management companies? How can we encourage more creative ideas from new and fresh contractors? We will also address any additional questions. Attendees are encouraged to submit written questions in advance to the Contracting Officer, Ms. Sabrina Phillips at Sabrina.Phillips@dot.gov. Registration: Attendees must RSVP via e-mail to Ms. Sabrina Phillips at Sabrina.Phillips@dot.gov no later than 5:00 PM EST on May 5, 2014. Participation is limited to no more than three (3) representatives per company. The RSVP must include the following information: Name Title Company Name Contact E-mail This Industry Day is solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request does not commit the Government to contract for any supply or service whatsoever. The information provided is subject to change and is not binding on the Government. There is no entitlement to payment by the Government of any costs incurred to participate. Finally, we not for pay for any information of administrative costs incurred should you decide to submit comments.
