This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number AG-4741-S-14-0003 is being issued as a Request For Quote (RFQ), and the acquisition procedures at FAR Part 13 are being utilized for award of a firm fixed price contract. Responses are due by 1:00 p.m., Central time, April 30, 2014, at USDA, Natural Resources Conservation Service (NRCS) (Attn: Nancy Harris), 675 U.S. Courthouse, 801 Broadway, Nashville, Tennessee 37203. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-72 effective January 30, 2014. The Federal Acquisition Regulation (FAR) and Agriculture Acquisition Regulation (AGAR) clauses and provisions referenced in this solicitation can be found respectively in full text format at www.acquisition.gov and http://www.da.usda.gov/procurement/policy/agar_x/agar04.pdf. This requirement is a Total Small Business Set-Aside. The North American Classification System (NAICS) Code is 115112, and the small business size standard is $7.0 million. Tree Supplying 410 14,496 Job Lump Sum $__________ Bare Root Seedlings SCOPE OF WORK: This RFQ is for the project that consists of growing, storing, and transporting bare root tree seedlings to Dyer County, Tennessee. The seedlings are needed to restore bottomland hardwood wetland forests in the Sheep's Ridge Area of Lake County along the Mississippi River under the WRP Program. The actual tree planting shall be specified in a separate contract. Contractor shall furnish all labor, equipment, materials, and incidentals to project. All work shall be done in accordance with the attached specifications and drawings. AWARD: The Government plans to award a firm-fixed price contract resulting from this solicitation to the responsible offeror who submits the lowest price. The anticipated award date is on or before May 1, 2014. PERIOD OF PERFORMANCE: The estimated period of performance will be May 5, 2014 - January 15, 2015. PRICE: The Government estimated price range for the project is below $25,000. PAYMENT The contractor will bill NRCS directly for work performed. The contractor will provide an invoice for payment for the line item on the price proposal in accordance with the contract. Payment will be made in accordance with the Federal Acquisition Regulations (FAR) Clause 52.232.25, Prompt Payment. Payments will be directly deposited into the contractor's account. "Electronic Invoicing and Payment Requirements - Invoice Payment Platform (IPP) Invoices must be submitted electronically through the U.S. Department of the Treasury's Invoice Payment Platform System (IPP) or the Contractor must be willing to accept payment by Government purchase card. The Contractor must use the IPP website (https://www.ipp.gov) to register, access, and use IPP for submitting invoices. Contractor assistance with enrollment can be obtained by calling (866) 973-3131. Invoices submitted by means other than IPP will not be accepted unless the Contracting Officer authorizes alternate procedures in writing. The invoice will contain the following information: Name and address of the Contractor. Invoice date and invoice number. (The Contractor should date invoices as close as possible to the date of the mailing or transmission.) Contract number or other authorization for supplies delivered or services performed (including order number and contract line item number). Description, quantity, unit of measure, unit price, and extended price of supplies delivered or services performed. Name (where practicable), title, phone number, and mailing address of person to notify in the event of a defective invoice. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. FAR provision 52.212-2 Evaluation-Commercial Items does not apply. Quotes will be evaluated on price alone. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items. This must be completed at SAM.gov and the registration must be in an "Active" status. FAR provision 52.223-1 Bio-based Product Certification applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Work that, in the opinion of the CO, does not meet data quality standards will be returned to the Contractor for correction. Inconsistencies/edits may be reviewed, resolved and approved via communications.
