- Program Title: Emergency Notification System FAA POC: John Gamble, Contracting Officer Organization: AAQ-450 Region: FAA Headquarters Phone number: 202-267-4008 E-mail: john.gamble@faa.gov Date: April 21, 2014 BACKGROUND / SCOPE OF WORK: The Federal Aviation Administration (FAA) is seeking a Commercial Off-The-Shelf (COTS) solution for its Emergency Notification System (ENS). This solution must have a proven track record within the Federal market to broadcast alerts and warnings to its employees in emergency and life-threatening situations. This system will broadcast to both mobile and fixed assets (e.g., desk telephone, cellular telephone, email, SMS, etc) and will have the ability to receive responses from the recipients to account for and aid in their safety. Fixed asset notifications will include computer display pop-up messages (desktop pop-ups ) that appear in the foreground of the recipient s computer screen display and persist until acknowledged. The system will have the ability to target alerts and warnings by managing groups based on organizational, functional and geographical specifications and have the flexibility to be placed into pre-determined or on-the-fly categories. Group creation and management must be permission based. All alerts and warnings shall be customizable, repeatable, and have the ability to be prioritized. Reporting and audit tracking will be required. The system shall include a flexible Application Programming Interface (API) allowing synchronization with Active Directory (AD), and various agency databases. The system shall be extendable programmatically or through a workflow process so that it can interface and initiate transaction in an external system. To protect personally identifiable information (PII) and the sensitivity of the alerts and warnings being sent the system must reside on government servers located behind the agency firewall. Due to the sensitivity of the information being sent any third party handling the distribution of the messages must be a U.S. interest. The final scope and size of this project has not yet been determined, however, the current estimate is up to a one hundred twenty thousand (120,000) user system. The contract will have one (1) base and four (4) option years. Period of Performance (PoP) would run from FY 2015 through FY 2019. MARKET SURVEY PURPOSE: The purpose of this market survey is to inform industry of this requirement and to obtain information that the FAA may consider in choosing how to conduct this procurement and whether it should be a full and open competition, a limited competition, or set-aside. MARKET SURVEY RESPONSE: Any vendor that meets the basic requirements identified above and is interested in this procurement may complete the attached form, print, sign and submit to the FAA Contracting Officer, John Gamble, by May 5, 2014. All forms shall be signed by the Director of Sales for the company of interest. Any questions or clarifications to this RFI shall be submitted to the contracting officer electronically at john.gamble@faa.gov No phone-calls will be accepted.
