Description
The Space and Naval Warfare Systems Command (SPAWAR HQ), in support of the Fleet Readiness Directorate (FRD), intends to award a sole source follow-on contract for the AN/WSC-6 Wideband Super High Frequency (SHF) program, under the authority of U.S.C 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to Harris Corporation, Government Communications Systems Division (GCSD) (Harris), located at 2400 Palm Bay RD NE, Palm Bay, Florida, 32905-3377. The proposed contract will be a five-year (one base year plus four one-year options) Firm-Fixed-Price (FFP)/Cost Plus Fixed Fee (CPFF) contract to allow for the procurement of additional SHF AN/WSC-6(V)9 systems, 1.5M/2.5M antennas, Ka-band upgrade kits, and spare parts as necessary to meet emergent fleet requirements until the next generation SATCOM terminal, the Navy Multiband Terminal (NMT), replaces WSC-6(V)9 terminals. The contract will also provide engineering services for fielded SHF AN/WSC-6(V)9 SATCOM terminals. SHF systems, antennas, Ka-band upgrade kits, and spares will be procured on an FFP basis; engineering services will be procured on a CPFF basis. FAR Part 15, Contracting by Negotiation, will be utilized. The total estimated value of the follow-on contract is $34M. The AN/WSC-6 Wideband SHF Shipboard SATCOM terminal (AN/WSC-6(V)9) provides SHF Shipboard SATCOM communication access to the Defense Satellite Communications System (DSCS) and Wideband Global Satellite (WGS) System for various ship platforms. Harris is the Original Equipment Manufacturer (OEM), sole maintainer, production manufacturer, and design owner of the SHF AN/WSC-6(V)9 SATCOM terminal and equipment. As such, Harris is the only contractor that possesses the detailed knowledge and technical expertise to produce additional quantities of SHF hardware and to provide continued engineering and depot support services without unacceptable delay and substantial duplication of costs. The Government estimates that it would take another vendor 24 months to familiarize itself with the system, resulting in a gap in production and essential engineering and depot services provided to the SHF AN/WSC-6(V)9 program when the current contract expires in March 2015. Any such gap and delay is unacceptable because failure to support the SHF AN/WSC-6(V)9 program would potentially result in Navy ships deploying without possessing a critical communications capability necessary to accomplish assigned missions. In addition the Government estimates that it would incur a duplication of costs in the amount of $12,500,000 for another vendor to produce equivalent SHF systems and equipment. This estimate includes the cost for another vendor to conduct the research and development (R&D) efforts necessary to design and develop a terminal with comparable performance capability, as well costs associated with additional Test and Evaluation (T&E) efforts and DISA certification, which must be completed before the Navy could resume shipboard installation of systems.
