Description
This is a Sources Sought Synopsis, in support of market research purposes only. The National Highway Traffic Safety Administration (NHTSA) (an operating administration of the United States Department of Transportation) is seeking a qualified 8(a) Small Business (SB) source that is capable of providing technical support information dissemination related to driver licensing medical review, medical fitness to drive, and older driver safety. The purpose of the Clearinghouse is to provide State driver licensing agencies with current, scientific information to use in making licensing qualification decisions and to provide State highway safety offices with effective guidance on the operation of states' older driver safety program initiatives. NHTSA welcomes all qualified 8(a) Small Business firms with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below and in the attached draft Statement of Work (SOW). NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will be made; however, no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP) to a qualified 8(a) SDB firm if the decision is made to offer the project on a sole source basis for award under the 8(a) Program. However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result. As stipulated in FAR 15.201, responses to this Request for Information (RFI)( are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely with the Government's discretion. Any information submitted by respondents to this Sources Sought is voluntary. This Sources Sought is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in responses to this notice. Respondents will not individually be notified of the results of any Government assessments. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. The Government's evaluation of the Capabilities Package received will factor into whether any forthcoming solicitation will be conducted as a full and open unrestricted competition, a set-aside for small businesses, or any particular small business designation (e.g., HUBZone, VOSB, SDVOSB, SDB, WOSB, etc.). BACKGROUND: This virtual electronic clearinghouse would include a technical assistance center to support information dissemination related to driver licensing medical review, medical fitness to drive, and older driver safety. The purpose of the Clearinghouse is to provide State driver licensing agencies with current, scientific information to use in making licensing qualification decisions and to provide State highway safety offices with effective guidance on the operation of states' older driver safety program initiatives. State licensing officials face a variety of complex technical questions related to appropriate practices concerning drivers with medical issues. The medical literature and highway safety guidance have become increasingly complex, and it is difficult for licensing officials to keep track of the most recent literature. Driver licensing agencies do not always have or use the latest medical and scientific information available when determining if they should issue or restrict driver licenses of individuals with functional limitations. The proposed clearinghouse would provide assistance to States for the development of evidence-based programs to determine an applicant's fitness to drive and other programs to support older driver safety (GAO 07-413). The clearinghouse would provide the most recent and relevant information on medical fitness to drive, and technical assistance to licensing agencies working to adopt the Driver Fitness Medical Guidelines (NHTSA, September 2009) and Highway Safety Program Guideline 13 - Older Drivers (http://www.nhtsa.gov/nhtsa/whatsup/tea21/tea21programs/pages/812007D-HSPG13-OlderDriverSafety.pdf). Older driver safety is a growing issue with nearly half of the Baby Boom population turning 65 over the next seven years. A credible, reliable source for information would facilitate State efforts to improve their licensing and safety programs to meet their changing demands. OBJECTIVE: The purpose of this current effort is to establish and operate a web-based communications portal (clearinghouse) on older driver and pedestrian safety for driver licensing administrators and professionals, and for highway safety office professionals. Develop content and processes for delivery and cross-pollination of information useful for the desired end-users (older driver and pedestrian safety for driver licensing administrators and professionals, and for highway safety office professionals), including, but not limited to, email newsletter, website, social, info-graphics, leave-behinds, discussion forums, and white papers. Foster state-level use of the clearinghouse through a State Leadership Program. Provide technical assistance to driver licensing administrators and professionals, and for highway safety office professionals and foster information exchange between these professionals. CAPABILITIES PACKAGE: Please electronically submit your company's Corporate Capabilities Statement package data in no more than 25 pages of 8.5" X 11", using at least 12 point font with 1 inch margins, and pages numbered consecutively. All interested 8 (a) small business firms shall submit a Capabilities Statement Package that explicitly demonstrates company capabilities, indicating examples of key required components that include providing equipment, including emerging technologies, and related installation, maintenance, repair, training, and support services to foreign governments, for use in enforcing strategic trade and border controls. NO FURTHER PROCUREMENT INFORMATION IS AVALABLE AT THIS TIME.
