- Modular Active Protection Systems (MAPS) Hard Kill Counter Measure (HKCM) System Request for Information (RFI) March 2014 This is a Request for Information (RFI) synopsis and is open to both U.S. and Foreign responders. This RFI is for planning purposes only and is not a request for Quotations or Proposals. No solicitation document exists, and formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not pay for any response expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Background: The U.S. Army Research, Development and Engineering Command (RDECOM), is issuing an RFI for a Ground Vehicle Active Protection Hard Kill Counter Measures (HKCMs) Systems. Of particular interest will be HKCM systems or subsystems that will be technically mature for integration onto RDECOM's Modular Active Protection Systems (MAPS) to support on vehicle demonstrations in FY19. The threshold requirements for the HKCM will be for the hard kill defeat of threats that range from Infantry Shoulder Launched Rockets/Projectiles to Vehicle-Launched Anti-Tank Guided Missiles (ATGMs). Objective threats may include, Tank Fired KE and CE projectiles, Indirect fire Rockets, Artillery and Mortar Threats and UAS-launched threats. The Hard Kill Counter Measure (HKCM) system should be able to respond to the azimuth and elevation of threats as projected by the Onboard Modular Fire Control system. HKCM subsystems may include of an Interceptor or Counter-Measure with or without a Launcher Mechanism. To enable the potential for many types of ground vehicles to be equipped with capability, a Modular Active Protection Systems approach is being considered. All TRL 5/6 technologies (by FY19) that can accomplish this task for either one or multiple types of vehicles are of particular interest. Both the Hard Kill Counter Measure System (HKCM) and Modular Active Protection Systems (MAPS) will be integrated onto various U.S. Army ground vehicles for a demonstration in FY19. Purpose: The intent of this RFI is to gather data and analysis on all types of HKCM and subsystem technologies (i.e. launchers, counter-measures, interceptors, sensors, interceptor guidance and control (GNCs), propulsion, warhead/defeat mechanisms, FSA (Fuze, Safe and Arm), target detection sensors) to be integrated onto one or two demonstrator vehicles. The data from this RFI will be used to conduct an assessment of HKCM technologies for MAPS, establish preliminary threshold and objective MAPS needs and planning for an on vehicle Demonstration in FY19. In FY15, the Government will complete the assessment and formulate a MAPS HKCM acquisition and demonstration strategy. Current plan is to acquire up to two HKCM Systems (or combination of subsystems) for integration, modification, optimization and demonstration on two U.S. Army Ground Vehicles or Platforms. Information of Interest: RDECOM is seeking HKCM systems that can be applied on light, medium and heavy classes of Ground Platforms. Responders are welcome to submit information for HKCM system that can be used on a single or multiple platforms. RDECOM is seeking detailed information and data on: HKCM System SWAP (Size, Weight And Power) specifications ROM costs and schedule to procure and integrate 1 HKCM System for 1 Vehicle for Demonstration (Candidate Vehicles: M1126 Stryker, M2 Bradley and M1 Abrahams) Field of Regard and Engagement *TRL/MRL (current) *TRL/MRL (projections FY15-FY19) Threat Launch, Power Up, Upload Data, Slew, Launch, Course Correct, Intercept and Defeat) Time to Min. and Max. Communication and update frequency between other subsystems or through the MAC/MAF Classification: RDECOM is using the TARDEC Active Protection System (APS) Technologies Security Classification Guide (SCG), Dated: 10 Nov 2011 for classification guidance for information data generated by the U.S. Government and Contractors organizations working on Active Protection Systems (APS). Responses submitted by contractors containing U.S. classified military information (CMI) that is generated in conjunction with another DOD program or agency should be classified in accordance with the applicable SCG. Please include a copy of the SCG with the submission. Responses submitted containing information that is classified by a foreign government (i.e. Canadian SECRET), should be handled with the same security procedures as U.S. CMI. If the security classification of the foreign government document is shown in English, no other classification marking will be applied. If the classification is not shown in English, the equivalent U.S. classification designation will be marked conspicuously on the document. Please contact POC for foreign responses that require special arrangements for transmission and delivery. (I.e. Gov't to Gov't exchanges/treaties/agreements). Response: All interested parties (U.S. and Foreign) are invited to respond to this RFI. Multiple submissions for different Hard Kill Counter Measure Technologies will be accepted. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (submitted material will not be returned). The responses shall include, but not be limited to: (a) a one page summary of the party's experience with HKCM technologies for Ground Vehicle Active Protection Systems (APS); (b) a description of the party's HKCM solution that will be capable of being integrated on to a single or multiple ground vehicle demonstrator; (c) description of the cost and schedule necessary to complete the task; (d) evidence of current TRL 5 or 6, or what investment would be required to reach TRL 6; and (e) data on the HKCM performance in different environments (i.e. temperatures, transportation, vibration, E3 effects, etc).
