Amendment Description: 1. The following is clarified: 6 tents will remain standing after the partial tear down as listed in the PWS. 2. The following has been changed: Sleeping tents: 9 Each; refer to the revise requirements. -Serviceable tents (no gashes, tears, mildew or mold) are delivered, set-up and removed. -Tents that shall provide 50 square feet of space per Soldier -Provide 9 tents that will accommodate up to 100 Male Soldiers each (minimum 5,000 sqft); (1) One tent requires a partition that completely divides the tent in half (this tent will be for female Soldiers); (2) Two tents which will be identified by the COR will be designated the Headquarters tents, and will require a single partition that does not need to completely seal off the tent, The COR will work with the battalions to determine the placement of the partitions; The remaining 6 tents do not require a partition. - No tents are required at the ATHP -Tents shall be enclosed and lockable w/ doorway access on two sides (double door or equal) -Contractor shall provide the material for the partition(s) -Withstand a minimum 75mph wind gusts and normal local weather patterns (during the time of rental) -Hard, level and structure flooring (if installing a solid surface); no trip hazards. Artificial turf, or rubberized fire retardant fabric is an acceptable alternative to solid flooring. Flooring shall be replaced if it creates a health or safety risk to the Soldiers. -Cables properly secured to avoid trip hazards -Provides fire extinguishers (Type C) and no persons shall need to travel further than 75 ft to reach the extinguisher -Environmentally controlled to an ambient air temperature that cools at least 75 degrees Fahrenheit and heats to at least 65 degrees Fahrenheit -Provide power and light the tents with an illumination of a 30 foot candle at desk height (30 inches) and the appropriate number of outlets that can provide enough power and amperage for an additional distribution points (Minimum of 25 outlets (5 outlets per 20 amp circuit)). FOR PLANNING PURPOSES Soldiers will daisy chain extension cords and power strips from the power outlets as necessary to provide 1-5 outlets per Soldier. -Maintenance the power source to include fuel if required to support the operation 24/7 -Contractor provides routine site visits -Tents once erected and occupied cannot be removed or torn down for maintenance issues -Correct any maintenance problems within 2 hours of notification from the COR or KO -Replace equipment if maintenance issue cannot be corrected within 8 hours -Contract to provide secondary containment for any piece of equipment and or vehicle can hold over 55 gallons of a fuel or other petroleum products. 3. Reference the revised TTB Donaldson layout dated 04-22-14. 4. Nothing else changes. _____________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is 10466740 and is issued as a Request for Proposal (RFP). Request for Proposals are due by 28 April 2014, 4:00 p.m. (PST). The RFP will result in a firm fixed price contract. This solicitation is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 561210. The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting proposals to procure the following services: The contractor shall provide all equipment, material, labor, supervision, supplies and items necessary to support the 41 Infantry Brigade Combat Team (IBCT) annual training period at Orchards Combat Training Center (OCTC) near Boise, Idaho. Please reference the performance work statement attached for further information. CLIN 0001: Portable showers trailers Provide two each portable shower units. Showers will have hot and cold running water and have Heating & Air conditioning provided. Contractor is responsible for delivering, setting up and removal of the showers. All maintenance and support of the equipment is to be provided by the contractor. Gray water will be allowed to drain on the ground approximately 50 meters from the shower units. The Government COR will direct shower unit siting on TTB Donaldson with the Contractor prior to the required set-up date. See attached performance work statement for acceptable quality levels. CLIN 0002: Light towers: Provide 6 light towers. Contractor is responsible for delivering, setting up and removal of the light towers. All maintenance and support of the equipment is to be provided by the contractor. The contractor shall deliver the light stations to the TTB and the Government will site/place the equipment as required. JP8 fuel will be provided by the government if equipment supports the use of JP8 See attached performance work statement for acceptable quality levels. CLIN 0003 Refrigeration and freezer van: Provide 1 refrigeration van and 1 freezer van for food and ice storage. Contractor is responsible for delivering, setting up and removal of the refrigeration and freezer van. All maintenance and support of the van is to be provided by the contractor. The Government COR will direct van placement on TTB Donaldson with the Contractor prior to the required delivery date. See attached performance work statement for acceptable quality levels. CLIN 0004 Portable Chemical Toilets: Provide 147 outdoor style Portable Chemical toilets. Respond to requests for replacement within 48 hours. The contractor shall clean inside and outside of all units every other day to where they are free of all human waste, soiled toilet articles and dirt. After emptying the units the contractor shall refill each unit with standard commercial sanitizing chemicals and enough toilet paper to last until the next scheduled service. The contractor shall maintain material safety data sheets (MSDS) in the contractor's vehicle for all applicable material used in the performance of this service. The contractor shall provide all labor, equipment, tools, materials, supervision and services necessary in connection with delivery, service and pick up of chemical latrines at OCTC. When more than one unit is positioned at any location, the contractor shall place the units as close together as feasible for user convenience and organized appearance. The contractor shall use appropriate tie-down systems as necessary to ensure all units are secured in designated locations to prevent high winds from toppling them over. The contractor shall furnish replacement units for all units removed for maintenance, repair or units that have toppled over. The chemical latrines will be positioned, as requested, in a phased manner throughout the training area throughout the time period specified. The contractor shall relocate portable toilets as directed by the unit representative not to exceed 100 moves during the exercise. Billing will be submitted for only the number of portable toilets actually moved. The contractor shall dispose of all waste at an off-post location. The contractor may not dump wastes anywhere within OCTC. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permits or fees associated with the use of off-post disposal locations. See attached performance work statement for acceptable quality levels. CLIN 0005 Dumpsters: Provide five each 30 yard dumpsters. Respond to requests for emplacement within 48 hours. Contractor will empty dumpsters when within 75%-100% capacity. The contractor shall provide all labor, equipment, tools, materials, supervision and services necessary in connection with delivery, service and pick up of Dumpsters at the OCTC. The contractor shall dispose of all waste at an off-post location. The contractor may not dump wastes anywhere within OCTC unless pre-coordinated and approved by Boise. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permits or fees associated with the use of off-post disposal locations. See attached performance work statement for acceptable quality levels. CLIN 0006 Sleeping Tents (Option 1): Provide 9 serviceable tents for approximately 1200 (1100 Male and 100 Female) Soldiers that are divided and enclosed with a minimum of 2 service doors per sleeping area. Tents shall be equipped with fire extinguishers, flooring, HVAC, lights and power outlets. Contractor is responsible for delivering, setting up, and removal of the tents. The contractor shall maintain, repair and provide necessary support services for tents during the specified time periods. The Government COR will direct tent siting on TTB Donaldson with the Contractor prior to the required set-up date.
