- Construction Project No. XQPZ 07-0303B, entitled ‘Repair HTHW Phase 2’. The solicitation will be issued as a Request for Proposal (RFP) construction project, which is 100% SET ASIDE FOR small business 8(a) firms with a bona fide office in Region XIII. All offerors must be registered on www.sam.gov. The NAICS Code 238220, along with size standard $14 million applies. The procurement is entitled ‘Repair HTHW Phase 2’ at the United States Air Force Academy (USAFA) in Colorado. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at USAFA, Colorado. The Academy’s goal is to replace the aging High Temperature Hot Water (HTHW) piping system in separate phases. The HTHW system requires supply and return piping for each loop. The cadet area is fed by one loop, the hospital is fed by a different loop and the community center has its own loop. This project will focus on the second part on the community center loop and will replace approximately 3,800 lineal feet of supply and return piping and related components from the new vault south of Academy Drive opposite the Falcon Club to the Douglass Valley housing area. Some of the piping is located in shallow concrete trenches and some of the piping is direct buried. Some of the existing piping will be left in place and receive new supports and new insulation and some pipe sections will be completely removed and replaced. The project will require boring under streets, abatement of the old insulation, vault demolition and replacement. Since the HTHW is in operation, coordinating the times when the HTHW system can be taken down for repairs will be crucial to the success of the project. Work is to be completed in accordance with the contract drawings and specifications. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov). Offerors are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is approximately 621 calendar days after receipt of Notice to Proceed. NO OFFEROR'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $5,000,000.00 and $10,000,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about 7 May 2014. A pre-proposal meeting/walkthrough is tentatively scheduled for 13 May 2014 at 09:00 AM MST, attendance is not mandatory, but is strongly encouraged. Contractors choosing to attend the site visit should notify the Contract Specialist no later than 6 May 2014, at 02:00 PM MST. Please note, the time and place of the site visit may change due to mission requirements and interested contractors will be notified via the FBO website. Anyone who plans to attend the site visit, but fails to contact the Contract Specialist prior to the deadline stated above may not be permitted to attend the site visit, due to limited space. ANYONE ATTENDING THE SITE VISIT MUST RIDE THE BUS; THOSE NOT ON THE BUS WILL NOT BE PERMITTED TO PARTICIPATE IN THE SITE VISIT. The number of personnel for the site visit is limited to no more than four individuals per contractor. Contractors must submit a list of those attending with the individual’s name, phone number, email address, and the company they are representing to the Contract Specialist so they may access the United States Air Force Academy. Prospective offerors must submit all questions in writing. Questions are tentatively due not later than 20 May 2014, at 2:00 PM MST via Request for Information (RFI) to Ms. Olivia Epps. Proposals will be due by 2:00 PM MST (local time) on 6 June 2014. Electronic and faxed offers will NOT be accepted. This project requires the successful contractor to secure bonding.
