- Sources Sought/Request for Information -Germantown Lateral D Section 14 Emergency Bank Stabilization. This market survey is for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of all firms interested in participating in the competition to compete and perform a fixed price construction contract. The Government will not pay for any information provided as a result of this market survey. The U.S. Army Corps of Engineers, Memphis District is planning to solicit/award a contract to experienced source(s) capable of performing a wide range of construction projects. Contractors would be required to furnish all plant, labor, and materials for a bank stabilization project. The work will include earthwork, geofabric installation, rock placement, concrete placement, articulated concrete block installation, sheet pile installation, and disposal of debris/material; establishment of turf; and environmental protection. The Contractor shall submit evidence that he or his subcontractor is competent in Articulating Concrete Block installation. This evidence will insure that the Contractor or his subcontractor will have sufficient competent personnel including an Articulating Concrete Block (ACB) Specialist, to carry out the operations specified and such personnel shall have experience in this type of construction. An ACB specialist is defined as one who has had proven and successful experience in Articulating Concrete Block (ACB) construction and is knowledgeable with all facets of the construction to include the cables, fittings, geotextile underlayment, block installation, joint treatments, seeding and excavation and backfill operations associated with ACB; and a thorough knowledge of construction equipment and testing methods necessary for ACB construction. The Contractor will be required to prepare a plan for Layout of Operations with special emphasis on phasing earthwork, geofabric installation, rock placement, concrete placement, articulated concrete block installation, and sheet pile installation within a constrained construction right of way. The Contractor will also be required to route stream flows from Lateral D through the project site during the various construction phases and frequent headwater events, provide for the collection and disposal of surface and subsurface water encountered during construction, and completely drain construction site during periods of construction to keep soil materials sufficiently dry for compaction and progression of construction. The work will be located on the Lateral D Channel just downstream of the Farmington Boulevard Box Culvert in Germantown, Tennessee. All interested, capable, qualified and responsive contractors are encouraged to reply to this sources sought synopsis. The Government is requesting interested contractors to furnish the following information: (1) Company name, address, point of contact, telephone number, and e-mail address; (2) Type of Business (large business, small business, small disadvantaged business, etc.); (3) State your bonding capacity as of the date of your response. All responses will be reviewed for preliminary planning purposes in determining future acquisition strategy. (4) Provide no more than five (5) references, of the most recent and relevant contracts, performed within the last fifteen (15) years of work same/ similar in nature of which 3 of these 5 must involve articulating concrete block installation. Include name, address, telephone number, and e-mail address of references. Also provide a brief description of the work performed, contract number, total contract value, and period of performance. Submission of information should be limited to not more than five (5) pages. If your firm is a Small Business, provide affirmation that your firm can comply with the following minimum requirements: FAR 52.219-14, Limitations on Subcontracting, requires that a small business concern perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this requirement is $33.5 million. The estimated cost of this project is between $500,000.00 and $1,000,000.00.
