Description
PURPOSE This is a Request for Information (RFI) only for the purpose of determining market capability of sources or obtaining information. This RFI is an effort to conduct market research for use in formulating an acquisition plan/strategy to obtain support to the US Marine Corps (USMC) for the Casualty Assistance Care Support and related issues. The contractor shall provide an updated video scenario to its accompanying Microsoft PowerPoint presentation in order to reflect the dynamics/situations typically encountered by current day Casualty Assistance Calls Officers (CACOs) and provide updated policy/procedural guidance to CACOs. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. BACKGROUND The CACO Training Program in its current form was originally created by Science Applications International Corporation (SAIC) in 2008 under contract M00264-08-F-0170 and was updated in 2010 by SAIC under contract M00264-10-T-0212. The CACO Training Program consists of one dramatic video and eight modules. Additionally, the dramatic video continues with vignettes related to the original scenario which further augment the modules. The entire training program can be found online at https://slsp.manpower.usmc.mil/files/index.html. National Defense Authorization Act (NDAA) FY06, Section 562, NDAA FY07, Section 566 and DoDI 1300.18 (Department of Defense Personnel Casualty matters, policies, and Procedures) govern the topics required to be included in CACO training. Although the current video scenario covers multiple specific topics required for training CACOs, the premise is dated and no longer reflects the likely situations which a CACO may encounter. A new video is required to fit into the context of the presentation, yet keep the scenario relevant and therefore engaging and effective as a training tool. The current scenario is 100% war related; a more current version is required to meet today's situations. CORE OBJECTIVES TO BE ACCOMPLISHED Develop a scenario-based video that will appropriately display the difficulties encountered by CACO personnel when conducting CACO duties, as well as segments showing the reactions/emotions that should be expected by a CACO from the surviving family members. Testimonials from actual USMC CACO personnel, surviving next of kin and/or actors may be used to appropriately portray this mission. Testimonials from actual USMC CACO personnel and surviving next of kin that are currently in use by the present form of the CACO Training Program may be used appropriately. The training program will include an update to the existing/accompanying topics, as well as new topics, in the current Microsoft PowerPoint presentation which provides detailed policy/procedural guidance to CACOs. The training program must be provided in a media format that can be easily transported and displayed from a laptop computer. In addition, the training program must be able to be placed and run off of the USMC Casualty website located at: www.manpower.usmc.mil. SPECIFIC REQUIREMENTS The program must meet all requirements of the Marine Corps Enterprise Network (MCEN). The program must also be downloadable. The Marine Corps must be able to edit all deliverables. Located on this website is a copy of the current USMC CACO Training Program. To view the program select: Casualty Assistance; then select Casualty Assistance Calls Officer; then select Casualty Assistance Brief. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives and specific requirements stated; (2) Three customer citations describing similar work efforts for DoD agencies; (3) Other material relevant to establishing the core competencies of the firm.
