Description
United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Chemring Detection Systems Inc., 4205 Westinghouse Commons Dr., Charlotte, NC, 28273-3958 for the purchase of the Juno Chemical Detection System. The JUNO hand help chemical detector is a uniquely suited item that is the only product that can meet the needs for quantification, detection, monitoring, identification, and alerting the user of a chemical presence in air borne vapor. The JUNO monitors the largest number of chemical warfare agents and industrial chemicals in a hand held, portable form factor. The JUNO utilizes proprietary technology that can detect both positively and negatively charged particles without having to stop and adjust the sensor, allowing for a single device to operate remotely. The JUNO is currently networkable for remote data connection, allowing for unmanned use and also for in the field over the air programming and updating. The advanced training and support offered by ChemRing includes efforts for integrating and modifying the communications hardware to be able for integration into the ERDC mesh network. ChemRing will also work with the ERDC engineers to change the data format; such the JUNO can be directly used without any additional interface hardware. The ChemRing JUNO is the only device with all the required number of airborne targets AND in the small hand help form factor with sensitivities that meet the Joint Service Operational Requirement. System Specifications and Required Items: JUNO - Chemical and toxic gas monitor and detection system: Physical Form: - Weigh less than 3lbs - Accepts power from both external power and from rechargeable batteries - Hand Held Form Factor (Less than or equal to 9 quote mark x 4 quote mark x 4 quote mark ) - Operates in temperatures below -20 F AND above 80 F - All detection done by a single device - Ruggedization to include: electro static protection, vibration and shock resilience, equivalent or greater than the MIL-STD-810F specifications, and humidity from at least 10-85%. Sensing: - Detects at least all of the following nerve agents: VX, GA, GB, GD, GF, HD, HN3, CK, and HCN - Detects at least all of the following industrial chemicals: H2S, HF, HCN, CL2, and HNO3 - Signal not affected by diesel exhaust, bug repellent, or ammonia Accessories Must Include At Least: - Removable battery - Extra battery available for purchase - Battery Charger - Extra Cables after purchase (Power and Communication's Cable) - Environmental protection - Customized case for transport Advanced Training: - Training must include detail operation of the unit, support for integration of data interface, support and assistance in data output modification to meet Army needs, training on repair and service of the device, and algorithm assistance both understating how the device processes data, but also creating custom algorithms. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to preston.a.brent@usace.army.mil no later than 5:00pm CST, Tuesday 29 April 2014. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
