Box 9115 Rosslyn Station, Arlington, VA, 22219, UNITED STATES Description Sources Sought Notices (herein referred to as a Request for Information) are issued by the Department of State when performing market research to determine industry interest and capabilities. The Department of State is interested in the capabilities of both small and other than small businesses to perform the services. The following is a Request for Information (RFI). This synopsis is for information and planning purposes and does not constitute a Request for Proposal. The Department of State, Office of Acquisition Management, Information Technology Division, Information Systems Branch (A/LM/AQM/IT/ISB) is requesting information from businesses certified as small for North American Industrial Classification Code (NAICS) 541512 in the following five categories: 1) HUB Zone; 2) Service Disabled Veteran Owned; 3) Economically Disadvantaged Woman-owned; 4) Woman-owned businesses; and/or, 5) Other Small Businesses. The purpose of this Sources Sought is to learn the numbers of small businesses under NAICS 541512 that include themselves in the above listed categories that have the capability and interest in performing the work described in the attached draft Statement of Work as a prime contractor. This scope of work encompasses Information Technology (IT) support services that will primarily focus on: (1) Solution Architecture Technical Support; 2) Project Management Technical Support; (3) IT Collaboration Support; (4) Enterprise Architecture (EA) Support Services; and (5) EA Analysis and Analytics This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The Department of State reserves the right to terminate this request and change its requirements if needed. Responding to this Request for Information does not guarantee participation in future Department activities. Background: The Department of State leads the United States in its relationships with foreign governments, international organizations, and people of other countries. The administration has elevated diplomacy and development alongside defense as the three core pillars of US foreign policy. The Department seeks to build a new global architecture of cooperation. The Department seeks to use all the tools at its disposal to practice 21st century statecraft, relying on partnerships, cross-cutting solutions, and harnessing the power of technology and the talents of our people - this smart power is the driving force behind our progress. The Bureau of Information Resource Management (IRM) provides the information technology and services the Department needs to successfully carry out its foreign policy mission. Currently, IRM provides enterprise architecture design, engineering, operations and maintenance support services for desktops, servers, networks, firewalls, and enterprise applications across the Department. IRM is responsible for implementing the next generation anywhere, anytime access to information. The Department of State relies heavily on the availability of information and infrastructure to serve around the globe. IRM delivers the necessary tools to enable individuals posted domestically and internationally to focus on performing the Department's missions. This effort focuses on leveraging a cutting edge Enterprise Architecture and Solutions Engineering function to enable the Department to deliver cost effective and secure business information and infrastructure that will increase the effectiveness and efficiency of the Department's workforce and partner organizations. The Department of State expects that innovations in technology, security, process and information access will transform the organization to enable a more capable diplomatic mission. The Department of State Information Resource Management's Office of the Chief Architect (M/IRM/BMP/OCA) requires the scope of this SOW to encompass the following activities related to the Design, Modernization and Enhancement of the Department's architecture for information, systems, services and infrastructure: 1)The Department's Enterprise Architecture design and management 2)Systems and infrastructure engineering services in support of the EA effort 3)Governance and compliance associated with architecture, configuration and change management. The newly created OCA office has established key objectives: 1.Facilitate DoS bureaus' and office's ability to deliver effective and efficient IT solutions that enable the Department to meet its business goals and compliance mandates. 2.Ensure IT business systems are architected and designed to enable integration into the Enterprise environment. 3.Architect secure, simple and high performance solutions for the Department's global data, voice, and video networks. 4.Ensure all IT engineering solutions secure and protect information. 5.Successfully transition engineering projects to Operations and Maintenance (O&M). 6.Promote innovation through research and development. 7.Provide other assistance as required for special projects which may range from support to pilot engineering activities on an as needed basis. Performance Objectives and Requirements: The Department is seeking sources capable of a) providing services to support the Bureau of Information Resource Management (IRM) and the Department's information technology (IT) processes, including the development of relevant enterprise architecture products and services that provide current and out year guidance to critical program areas; and b) providing management and support for various Department of State initiatives, Office of Management and Budget (OMB) initiatives and Presidential Executive Orders related to the eGovernment Act of 2002 under the General Services Administration (GSA) IT 70 and Mission Oriented Business Integrated Service (Schedule 874) Federal Supply Schedules (FSS). The Request for Information (Capability Statement) response should be concise and focused and not exceed 5 pages including cover pages, table of contents etc. 2.
