- DRAFT PWS THIS IS A SOURCES SOUGHT NOTICE ONLY THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL This request for information sources sought is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the method of acquisition IAW FAR Part 10. The intent of this sources sought synopsis is to identify commercially available Service Disabled Veteran Owned Small Businesses (SDVOSB) small business concerns for a competitive Firm-Fixed Price (FFP) contract, in accordance with FAR 19.14--Service-Disabled Veteran-Owned Small Business Procurement Program, for Warrior Transition Battalion (WTB) Vehicle Operators, which are non-personal services that cover San Antonio, Austin, and the surrounding areas. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a SDVOSB set-aside is in the Government's best interest. The NAICS Code is 485113, Bus and Other Motor Vehicle Transit Systems. The duration of the contract is anticipated to be for one year (base) plus four (4) option years. A response to this sources sought synopsis will not be considered an adequate response to any forthcoming solicitation announcement. Please see the attached Draft Performance Work Statement (PWS). A final PWS will be issued at the time of solicitation (Date: tentatively July 2014) with contract performance to tentatively begin in October 2014. Potential offerors are encouraged to provide feedback on the Draft PWS content. The Government may not respond to or publish comments, resulting actions, changes, etc; however, the draft PWS may or may not be revised based on feedback provided. The Government does not expect significant changes to the draft PWS published. Potential offerors are cautioned that proposals must be based on the actual RFP, once posted, and not posted draft documents. SUBMISSION REQUIREMENTS: It is imperative that business concerns responding to this Sources Sought articulate their capabilities clearly and adequately. Interested SDVOSBs shall submit a brief capabilities statement (no more than 5 pages in length (front & back), single-spaced, 12-point font minimum) demonstrating their ability to perform the requested services. This documentation shall address, at a minimum, the following: 1) Written narrative of the company's technical expertise and capability, presented in sufficient detail for the Government to determine that the company possesses the necessary expertise and experience to compete for this acquisition of Warrior Transition Battalion (WTB) Vehicle Operators; 2) Company size in relation to the applicable North American Industry Classification System code (NAICS) 485113, and Commercial and Government Entity (CAGE) Code; 3) The socioeconomic status of the company; 4) Demonstrate the company has adequate financial resources to perform this requirement or the ability to obtain financial resources to perform this requirement; and 5) Point of Contact information to include name, email address, telephone and fax numbers. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this notice will not be returned. Respondents will not be notified of the result of the review. Be advised that the Government will not pay for any information or administrative costs incurred to this sources sought. All costs associated with this sources sought will be solely at the expense of the respondents. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response from this sources sought. Failure to respond to this notice does not preclude participation in any future associated RFP/RFQ that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release of any follow-on information. All submissions must be received no later than 12:00 pm Central Standard Time (CST) on Wednesday, 7 May 2014.
