- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation W911SR-14-R-DNRA for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The proposed contract will provide the Edgewood Chemical Biological Center (EBC) Biochemistry Branch with the capability to synthesize its own DNA and RNA fragments for use in polymerase chain reactions and bacterial cloning. The Army Contracting Command Aberdeen Proving Ground (ACC-APG) intends to award a sole source contract to BioAutomation Corporation located at 3249 Story Road West, Irving, Texas 75038-3532. The contractor shall provide a DNA/RNA synthesizer along with the necessary resources required for ECBC to produce DNA fragments for use in research applications. Only BioAutomation Corporation can successfully complete this work because they are the sole proprietor of the Murmade 192E synthesizer. The Murmade 192E synthesizer permits both 96-well plates to be started, stopped, and removed independently to provide workflow flexibility. Secondly, the Murmade 192E synthesizer is built as a user-serviceable instrument, meaning that it can be repaired by research staff, alleviating the direct (service) and indirect (downtime) costs associated with maintenance and repair. BioAutomation Corporation is capable of meeting the Government's schedule of 90 calendar days after contract award for all work including Government receipt and approval of deliveries. The NAICS code for this requirement is 334516 and has a size standard of 500 employees. The statutory authority permitting other than full and open competition is implemented by FAR 6.3. Inspection/Acceptance: Inspection and Acceptance will be at Delivery. Delivery Schedule. All work, including Government receipt and approval of deliverables, shall be completed by 90 Calendar Days Ater Contract Award (CDAC). Safety Considerations. The contractor shall not use any sensitive items, hazardous items, chemical agents, carcinogens, or perform any microbiological and/or biomedical work in the performance of this contract.
