Description
Notice of Intent for Sole Source Award DLA Contracting Service Office is planning to issuance of a sole-source contract award to Oracle America, Incorporated to provide services for continued sustainment and decommissioning support of the Business System Modernization-Energy (BSM-E) Enterprise Level System in support of DLA Energy. The planned period of performance is a 6 months base period and three (6 months) option periods. This acquisition provides for acquiring Information Technology services for Energy Applications J62BG, DLA Information Operations, Defense Logistics Agency, to provide continued sustainment support of the Business Systems Modernization-Energy (BSM-E) Enterprise Level System and services to support the decommissioning of this system. The BSM-E Enterprise Level System consists of Oil Enterprise Downstream (OED/OEDA), Reporting Data Store (RDS), Oracle Government Financials (OGF), Discoverer, Redwood Cronacle Enterprise Job Scheduling Software applications and Locally-Developed Products and Extensions that provide additional functionality. Services include: Project Management, Infrastructure and Configuration Management, ASG/Additional Operational Support, Database Administration, Specific Application Maintenance, Testing and Decommissioning Support. Oracle is the only source possessing the unique capability to perform at the level of quality necessary to avoid mission failure for this unique, complex and critical technology system of record. The BSM-E Enterprise Level System interfaces with multiple BSM Energy applications, other commercial and military logistical and financial systems and other DLA applications in a "system of systems." This system contains several unique and complex attributes relating to maintenance and support. The underlying OED Commercial-off-the-shelf (COTS) Application for the BSM-E system is a legacy application, and the source code cannot be modified. As DLA Energy plans to move away from the current legacy system to implement the next generation of BSM-E Enterprise Level System in the form of Energy Convergence in 2014, it is not in the best interest of the Government to purchase access rights to unsupported source code for a legacy system. Because of the inability to modify the source code, when DLA has required new reports, new functionality, new processes, new data elements, new interfaces, new DOD financial and auditing requirements, and new pricing mechanisms, new local programming code has been developed to implement those requirements. This new code provides functionality either in place of the OED source code or to integrate with other interfacing applications. This new local programming code is intimately woven in with the OED source code and cannot work independently or apart from the source code. This customization and modernization of the BSM-E Enterprise Level System make it an entirely unique system in the form of OED Version 6. OED Version 6 is used exclusively and solely by DLA worldwide within the BSM-E system of systems. Oracle's unique capabilities allow them to analyze functional issues, assess the impact, and make recommendations efficiently and effectively to advise the customer on what can and cannot be done to the BSM-E Enterprise System. This familiarity with the BSM-E Enterprise Level System is critical to maintaining uninterrupted performance and avoiding mission failure until the system has been decommissioned. Because of Oracle's hands-on development, testing and production experience, Oracle is the only source capable of providing the unique services and capabilities to address DLA Energy's immediate need for sustainment and decommissioning support in the absence of outside product support. Oracle is also familiar with the use of the required antiquated tools and their applications and has the knowledge and experience to sustain the system until it is decommissioned.
