Description
SALIENT CHARACTERISTICS OF ADCP The Government intends to solicit and negotiate on a sole source basis with Teledyne RD Instruments, 14020 Stowe Drive, Poway, CA 92064, for the following requirement: The requirement is intended to provide one (1) Acoustic Doppler current Profiler with firmware added that measures waves, One (1) AC/DC Power supply with adapter for test cable, one (1) five meter test cable, post processing software to include maintenance support for one year, and 1000Whrs External battery case including the cable and battery packs with shipping, for NOAA, National Ocean Service, Engineering Division, 672 Independence Parkway, Chesapeake, VA 23320. The solicitation number for this requirement is 14-00725. Time of delivery is thirty (30) days after receipt of order. Deliver to NOAA, National Ocean Service, Engineering Division, 672 Independence Parkway, Chesapeake, VA 23320. In order to comply with the debt collection act of 1966, all contractors must be registered in the System for Award Management (SAM). Authority: 41 USC 253(c) (1). The Product Service Code (PSC) for this is 6660 The associated North American Industry Classification System (NAICS) code is 334513 which has a corresponding size standard of 500 employees. The government intends to award a firm-fixed price purchase order for this requirement using FAR 13 Simplified Acquisition procedures current through FAC 2005-72. The NOS uses the Teledyne RD Instruments Workhorse Sentinel V50 600kHz to perform oceanographic measurements for the Center for Operational Oceanographic Products and Services (CO-OPS). The measurements at the CO-OPS stations require instruments with a transmit and receive frequency of 600 kHz and the ability to measure currents and waves simultaneously in accordance with attached salient characteristics. CO-OPS has built its infrastructure specifically to be used with the Workhorse Sentinel which is being replaced by the TRDI Sentinel V at certain stations. CO-OPS completes extensive testing to insure the instrumentation is the best for the application. CO-OPS needs to purchase instrumentation that closely resembles the instrumentation previously installed. Market Research suggests the Sentinel V to be the best replacement to the TRDI Workhorse Sentinel. Teledyne RD Instruments does not authorize resellers. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.301(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 1:00 PM EDT, May 7, 2014 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required supplies. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
