- The Army Contracting Command-Aberdeen Proving Ground, Fort Huachuca intends to extend the task order term for 3 months under the authority of 10 U.S.C. 2304 (c)(1), Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), Only one responsible source and no other supplies or services will satisfy agency requirements. The sole source extension will be issued to GC&E Systems Group, Inc., W91RUS-08-D-0004-0001 under the current Information Management and Communication Services II (IMCS-II) indefinite-delivery, indefinite-quantity (IDIQ) Contract. The requirement is for existing non-personal services for operations and maintenance (O&M) of the Network Enterprise Center (NEC) specified in this individual task order and support requirement for Administrative Telephone Services (ATS), such as Switchboard Console Operations; Inside Plant; Customer Services (Telephone); Outside Plant (Cable); and Information Technology Services (ITS) such as LAN Administration and System Maintenance, Help Desk Assistance, software installation, hardware and software troubleshooting, and Webmaster support; Video Teleconferencing (VTC) support to include establishing and scheduling of VTCs; Defense Message Switching (DMS) operations; Technical Control Facility (TCF) operations and maintenance (O&M) to include the TCF matrix switch; Configuration Management of the installation infrastructure to include creating and updating drawings using Computer-Aided Drawing (CAD) engineering support; and Land Mobile Radio (LMR) Network Management, and Control system (Mater Controller) Management. The task order extension will be put in place to provide services to allow time for the acquisition follow-on under the IMCS-II Program. The extension will consist of a three month period from 1 June 2014 through 31 August 2014. The NAICS code is 517110 Wired Telecommunications Carriers, with a corresponding size standard of 1500 employees. This Notice of Intent to award a Sole Source six month extension is not a request for competitive proposals. There will not be a solicitation or Request for Proposals (RFP) issued. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received.
