- This sources sought notice is issued in accordance with FAR Part 5. For information regarding this acquisition, contact the Contracting officials listed herein. All inquiries shall be in writing. The U.S. Coast Guard is considering setting aside an acquisition for HUBZone concerns or for Service-Disabled Veteran-owned Small Business concerns (SDVOSB) or for Small Businesses. The NAICS code is 333612 and the small business size standard is 500 employees. The acquisition is for the purchase of fifteen (15) Philadelphia Gear Inc. pumping elements to provide as Government Furnished Material (GFM) for future overhaul/repair of Coast Guard owned Philadelphia Gear rotary pumps in support of the 378' High Endurance Cutters (WHEC) class vessels propulsion machinery reduction gears. The Surface Forces Logistics Center (SFLC) intends to purchase a total of nine (9) Pump Sub-assembly, Rotating Elements (part number 46123D265) as GFM for future repair of 46123R251 and 46123R252 reduction gear lube oil pumps. Additionally, the SFLC intends to purchase six (6) Pump Sub-assembly Rotating Elements (part number 46123D469) as GFM for future repair of 46123R253 auxiliary (electric driven) reduction gear lube oil pumps. It is the Governments intention to solicit and award a contract to Philadelphia Gear, Inc. and/or their authorized distributor/dealer. However, any interested party that can provide these exact parts will also be considered." Philadelphia Gear is believed to be the only firm that possesses the required capabilities to ensure form, fit, function and compatibility with existing onboard cutter configurations and equipment and conformity to the OEM design requirements. The U.S. Coast Guard does not possess the data rights to the drawings, specifications, schematics, or other technical data for these Pump Sub-assembly Rotating Elements. Remanufactured or Aftermarket parts are not acceptable. The Coast Guard does not own the rights to the technical data necessary to evaluate other parts. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Period of Performance: It is anticipated that a one-time non-competitive, firm-fixed price, sole source contract will be awarded. Place of Performance: At the prospective contractor's facility. Please respond by e-mail by 08 May 2014, 4:00 pm (EST). Questions may be referred to Nikkia.Meanor@uscg.mil. Your response must include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers; (c) past performance references including points of contact and telephone numbers. At least two references are requested, but more are desirable. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. Submission of this data for review shall not impede award of this contract as planned. The Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Solicitation documents will only be made available on www.fbo.gov; no paper solicitation packages will be made available. It is the offerors' responsibility to monitor FedBizOpps for changes or amendments to this notice.
