- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract for beachfill initial construction from Manasquan Inlet to Barnegat Inlet, Ocean County, New Jersey. The proposed work will consist of placement of approximately 10,000,000 cubic yards of sand to repair the dune and berm system along the Atlantic Ocean coastline between Manasquan Inlet and Barnegat Inlet, Ocean County, New Jersey. The project area extends approximately 13.7 miles from Manasquan Inlet south to the northernmost portion of Island Beach State Park, and encompasses the municipalities of Point Pleasant Beach, Bay Head, Mantoloking, Brick Township, Toms River Township, Lavallette, Seaside Heights, Seaside Park, and Berkeley Township. The contract work may also consist of separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid areas. The project work for the Base Bid and Options, if awarded, may also include, in addition to beachfill: the construction or repair of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; providing sand fencing; the repair or extension of existing storm water outfalls and drainage structures; and the relocation or removal of various existing structures to accommodate the beachfill and dunes. The beachfill material for this contract must come from the three (3) authorized borrow areas located approximately 1.5 - 3 miles offshore of the project shoreline in the Atlantic Ocean, as designated on the contract drawings. Estimated cost range of the project is over $100,000,000.00. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $25.5 Million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in the specified work, as well as their technical capabilities. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
