Description
Amendment 0001 Plans Amendment 0001 Work is to permanently close Fish Screen Slots and Wagner Horn openings at Lower Granite Dam on the Snake River. Openings are currently screened. Work area cannot be unwatered. Diving is required. There are 6 turbine units at Lower Granite Dam. Each turbine unit has 3 Fish Screen Slots and 9 Wagner Horn openings. All existing screens shall be removed from the Fish Screen Slots and Wagner Horn openings by the Contractor. Wagner Horns are 3 foot diameter, Corrugate Metal Pipe lined, openings. They are accessed from the turbine intake. Contractor shall construct reinforced concrete plugs, and grout plugs into place in the turbine intake. Reinforced concrete plugs are roughly 6-foot tall, 30-inch diameter, with bottom form, and grout injection ports. Estimated dry weight per closure plug is 5,300 pounds. Contractor shall pressure wash the corrugated inside walls of the conduit prior to precast plug placement. Grout shall be pumped through the injection ports to fill the space between the precast plug and the existing interior conduit walls. After the grout has hardened, injection ports shall be removed from the forms, and area ground smooth. Fish Screen Slots are approximately 24 feet long by 4 feet wide. Estimated dry weight of existing Fish Screen Slot Screens is 8,000 pounds per screen. Contractor shall modify existing screens and screen legs, form and pour a reinforced concrete plug on the screen (approximately 7 feet high), then return screen and plug to the Fish Screen Slot. Packing shall be placed around plugs (approximately 6 inches down from the top of the plug) and covered with cementitious grout. Plugs shall be covered with approximately 6 feet of reinforced tremie concrete. Contractor shall pressure wash side walls of the Fish Screen Slots prior to placing tremie concrete. Estimated dry weight of each Fish Screen Slot plug (prior to tremie placement) is 90,000 pounds. Work must be accomplished between August 3, 2014 and January 30, 2015. The construction magnitude is estimated between $1,000,000 and $5,000,000. 100% performance and payment bonds will be required. NAICS code for this project is 237990, and the small business size standard is $33,500,000 average annual receipts. Solicitation No. W912EF-14-B-0005 will be posted to the FBO website on or about March 26, 2014. Solicitation is open to Small Business concerns only. The bid opening date will be contained in the solicitation and any solicitation amendments that may be issued. ACCESS FOR FOREIGN NATIONALS: Security clearance for foreign nationals to attend a site visit requires approximately 4 weeks; therefore, clearance should be requested immediately. To request clearance, please submit the names of all foreign nationals proposed for site visit attendance, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
