- PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement to convert an extisting open canal into a pressurized pipeline. This requirement is being procured in accordance with Part 15 of the Federal Aquisition Regulations as a 100% small business set aside. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. PROJECT DESCRIPTION: The principal components of the work are as follows: 1. Furnish and install approximately three miles of 36- to 60-inch-diameter, mortar lined and tape wrapped, mortar coated welded steel pipe or high density polyethylene pipe. The Government may exercise an option for an additional two miles, approximately, of 60- to 72-inch-diameter mortar lined and coated welded steel pipe and associated work. 2. Furnish and install pipe, valves, and fittings for 16 to 20 irrigation turnouts, including precast concrete meter vaults and valve vaults at each turnout; install Government-furnished flow meters for said turnouts. Turnout sizes are between 12 and 24 inches. 3. Construct a permanent reinforced concrete structure for a 30-inch-diameter turnout; furnish and install necessary valves and fittings in the turnout structure. 4. Construct a temporary reinforced concrete intake structure. 5. Furnish and install a traveling water screen in the temporary intake structure, including necessary pumps, meters, and associated electrical components. 6. Relocate existing utilities and surface drains (overshots and undershots) as specified in the specifications and drawings to construct the pipeline. 7. Raise 1,400 to 3,400 linear feet of existing canal banks upstream of the temporary intake structure. 8. Revegetate disturbed areas. NAICS AND SIZE STANDARD: The NAICS code for this project is 237110 with a small business size standard of $33.5 million. COMPETITION: Solicitation R14PS00273 is anticipated to be conducted as a small business set aside. The Government reserves the right to award with or without discussions. The project specifications and project location will be defined in the solicitation document. The solicitation will require a substantial bid guarantee of 20% of the proposed price. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project for is over $10,000,000 SOLICITATION RELEASE DATE: The release date for the final and formal solicitation No. R14PS00273 is anticipated to be in May 2014. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents.
