- PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Air Pollution Prevention and Control Division (APPCD). The EPA/ORD/NRMRL/APPCD has a requirement for an in-stack dilution probe suitable for the measurement of combustion process emissions when combined with monitoring and measurement equipment. APPCD performs research to understand, characterize and control pollutants from diverse combustion processes and sources. Quality pollutant measurements are critical to these multiple research projects. The dilution probe will allow stack gas emissions to be diluted to above the moisture condensation concentration which will allow the diluted sample stream to be measured and sampled by multiple specialized instrumental analyzers and sampling devices. Specifically, this dilution probe will be used to measure trace level organic Hazardous Air Pollutants (HAPs) from combustion processes. Specifically, the In-Stack Dilution Probe must: ofilter and dilute hot/wet combustion emissions ohave a stack gas dilution ratio of 10:1 with control tolerance of ?5% ouse a heated critical orifice for dilution oprobe stinger (stack gas) flow must be greater than or equal to 1 lpm oprobe effluent flow must be greater than or equal to 5 lpm omust be configured for dynamic spiking of the stack gas prior to dilution othe dynamic spiking port/tube must be heated and inject into the probe stinger omust be configured for independent flooding of the probe with cal gases oall wetted surfaces, including probe stinger, must be Silco-coated stainless steel oAll probe components coming in contact with the stack gas, including sting, must be heated to greater than or equal to 180 ?C Shipping - FOB Destination Delivery Schedule - The equipment shall be delivered no later than 3 months after issuance of purchase order. Warranty Requirements - Standard warranty clause for acquiring equipment using simplified acquisition procedures is acceptable. Installation Requirements: Shall provide all labor resources necessary to install and demonstrate performance at EPA?s Multi Pollutant Combustion Research Facility in RTP, North Carolina. Documentation Requirements: The contractor shall provide documentation sufficient for the user to understand how to properly operate and maintain the equipment. The government anticipates awarding a single fixed price purchase order. The solicitation is subject to full and open competition accomplished under FAR Part 12 Commercial Procedures. The EPA anticipates award will be made in May 2014. The request for quotation is anticipated for release on or about May 1, 2014, and will be made available through FedConnect at www.fedconnect.net.
