- RFI for The Island of Guam for facilities and services to receive, store and ship U.S. Government-owned petroleum products via tanker, barge and tank truck. The Defense Logistics Agency Energy hereby issues a Sources Sought/Request for Information (RFI) SP0600-14-R-0516 for facilities and services to receive, store and ship U.S. Government-owned petroleum products via tanker, barge and tank truck on the Island of Guam. This is for planning and market research purposes only and shall not be considered as an obligation on part of the Government to acquire any products or services. Responses will not be considered as a proposal, nor will any award be made as a result of this synopsis. No proprietary data should be submitted in response to the synopsis. Any submissions will be considered to be public information. Responses will not be returned. Interested parties should respond to the following: Area of Consideration: Island of Guam. Required Services: 1. Terminal must be located on or have direct unrestrictive access (24/7) to deep-water port facilities connected to existing commercial petroleum storage facilities and be connected to or the ability to connect to the Military cross-island pipeline. 2. One grade of fuel Aviation Turbine Fuel Grade JA-1. 3. Storage Tank Requirements: 1,200,000 - 2,000,000 with a minimum offer of 1,200,000 barrels (shell capacity) of storage is required. A minimum of 4 tanks interconnected and isolated from other facilities and product handled within the tank farm is desired. 4. Contractor shall provide 24 hours per day, 7 days per week truck loading/off loading facility to include stand-alone filtration and additive injection system capable of issuing 210,000 USG per day. 5. The capability to transfer product between storage tanks on a 24 hour per day, seven day per week basis is required. 6. The contractor's facilities shall be capable of receiving/shipping U. S. Government-owned petroleum product via tanker/barge on a 24 hours per day, seven days per week basis at pumping rates compatible with the mode of transportation tendered; 2,000 barrels per hour for barges and 8,000 barrels for tankers.
