- The Bureau of Reclamation's Pacific Northwest Regional Office, has a requirement for paving and accessibility compliance in the Black Canyon Parks. The applicable North American Industry Classification System (NAICS) is 237310 and the size standard is $33.5 million. The Davis-Bacon Act applies to this procurement. Current pavement at Montour Campground has deteriorated beyond the scope of resealing due to tree root damage/surface wear and requires new pavement. Black Canyon Park requires some new pavement and sealing of cracks and chip sealing all roadways and parking areas. Accessibility compliance needs to be met at all four parks/campgrounds in the Black Canyon Park area per the requirements of the Rehabilitation Act, Section 504. We anticipate issuing a Request for Proposals (RFP) approximately 27 May 2014 at www.fbo.gov., but all dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Bureau of Reclamation (BOR) and the Department of the Interior (DOI) you must register your firm with the System for Award Management (SAM) at www.sam.gov. Reclamation intends to award one firm fixed-price contract. The estimated price range of the work is between $500,000.00 and $1,000,000.00. Any award will be based on the best value to the Government. This requirement is set-aside for HUB-ZONE and will be a negotiated procurement that will consider schedule, past performance, and price in the award decision; these evaluation factors are subject to change. Final evaluation factors will be defined in the solicitation.
