- Statement of Work for the Swine Building Project in Clay Center, NE This is a pre-solicitation notice synopsizing an upcoming competitive solicitation satisfying the requirements of FAR 5.201 and 5.203. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is issuing a Pre-Solicitation Notice for Solicitation Number AG-32SD-S-14-0022 for the construction of a new swine building at the Roman L. Hruska U.S. Meat Animal Research Center located in Clay Center, NE. The solicitation will be issued as a Request for Proposals which will result in a single firm fixed-price (FFP) construction contract. This procurement is being competed as a Total Small Business Set-Aside. Offers from other than Small Business concerns will not be considered and shall be rejected. The offeror must be a General Construction company with an approved NAICS Code 236220, Size Standard $33.5 million and bonding capacity. A bid guarantee is required under this solicitation. A Payment Bond and a Performance Bond will be required after award. The Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary to construct a 76' x 200' pre-engineered metal building with concrete foundation, stem wall, floor, concrete slats, electrical service and sewer in the swine area of the Roman L. Hruska U.S. Meat Animal Research Center located in Clay Center, NE. This requirement includes the following option items: •1) 1) Furnish and install 4' x 10' concrete slats and 30" 10' metal grates as shown on the drawings •2) 2) Furnish and install a lightning protection system •3) 3) Furnish 162 sheets of ¾" x 4' x 8' sub-flooring particle board and 190-2" x 6" x 10', 190-2" x 6" x 20', and 85-2" x 6" x 16' treated framing lumber for assembly by owner in lieu of OPTION #1. •4) 4) Furnish and install ventilation equipment as shown on the drawings All work shall be completed in accordance with the Statement of Work and RFP documents. Work is to be completed within 180 calendar days of receipt of Notice to Proceed. The magnitude of construction cost for this project is between $500,000 and $750,000. A Project Labor Agreement (PLA) will not apply to this project. NOTICE TO PRIME (GENERAL) CONTRACTORS: The UNRESTRICTED offeror must be registered in the System for Acquisition Management (SAM) database at https://www.sam.gov prior to award. The solicitation is expected to be available in May 2014. A contract award is expected in July 2014. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program. The Contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February, 2012 to provide biobased products.
