Description
This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and NO solicitation documents are currently publically available. Description of Proposed work: Provide construction services for repairs, replacements and upgrades to the existing underground infrastructure for sewer, drainage and water utilities at the G.V. (Sonny) Montgomery Veteran Affairs Medical Center 1500 West Woodrow Wilson Avenue, Jackson, MS 39216. The contractor shall furnish all labor, material, equipment, and supervision necessary to perform the work as indicated in the Statement of Work. Work includes, but is not limited to, sewage collection, storm water drainage, potable water distribution, and fire protection mains. The proposed work consists of sewer main replacements, manhole rehabilitation, CIPP lining and point repairs; sewer and drain flow control, and traffic maintenance and control. Construction shall be complete in one hundred eighty (180) calendar days. Implementation of the proposed repair and replacement scenarios will require installation of certain potable water piping using trenchless technologies. Other portions of the work depend upon conventional excavation, concrete and asphalt cutting and restoration, concrete paving, sidewalks, driveways, pipeline replacement, pipe lining, manhole repairs and upgrades, and new inlet structures. Repairs will be located and confirmed using CCTV.. A.Throughout the performance of the work occasioned by this contract, the facility shall remain in operation. Contractor shall take special precaution to avoid impact to ongoing work at the facility to include regular operation and current construction, disruption of normal activities, or damage to the facility. B.Work shall take place at night or on weekends. Weekend work must be coordinated with the Project Engineer and may take place only with his advance approval. Such coordination is a requirement of contract and shall not be a basis for additional compensation or claim for delay. Work hours are the following: Regular: 6:00pm to 6:00am Monday-Friday Week-end: 6:00pm Friday- 6:00am Monday At Contractor's option and with Project Engineer's approval, this schedule may be adjusted to Sunday through Thursday. C.Open excavations during normal facility operating hours shall be allowed only with the advance approval of the Project Engineer. In general, all open excavations will be backfilled or covered with traffic plates when the Contractor is not working. D.Contractor must have a valid Contractor's License for Municipal and Public Works Construction at the time of the bid opening and maintain that license throughout the construction period. E.Contractor shall substantially complete work in its entirety within One Hundred Eighty (180) calendar days from date of Notice to Proceed and complete in its entirety thirty (30) days from Substantial Completion. F.Potable and Fire Protection Water Line replacements shall be completed in their entirety within 75 calendar days of Notice to Proceed. G.All items removed during demolition shall become the property of the Contractor and shall be removed from the site and legally disposed per current EPA standards. Storage of salvaged or demolished items on site shall not be permitted. H.Potable Waterline Replacement. Install new high density polyethylene (HDPE) water line where indicated using trenchless technology. Excavate using conventional methods to make connections and install fittings and valves as shown on provided drawings. Saw cut pavements and walks as necessary. Restore all damages to pavements, walkways, curbs, and landscaping. Provide flanged connections on each line at 5 linear feet (lf) from the building line. Install additional flanged spool piece to make connections to existing lines in spots identified in drawings. Constrain joints per drawings. Do not interrupt water service of any type (including but not limited to flow, pressure, and/or availability) without authorization from the project Engineer (authorization process will be provided/ outlined during the preconstruction conference). Temporary works of every nature, including valves required for installation, shall be the responsibility of the contractor. Potable Water Line replacement under Phase 1 shall be installed using trenchless technologies only. I.Relocation and re-installation of fire hydrants shall be incidental to water line replacement and shall not be paid separately. J.Manhole Repairs include replacement of all brick and steps which have failed and are not/ cannot serve their purpose, adjustment of corbels and frames, partial and full depth parged linings, adjustment/repair of defective inlets, engraving of ID numbers, and replacement of all covers. Bypass pumping to accommodate manhole repairs is incidental to the work and shall not be compensated separately. K.Drain and Sewer Pipe Repairs and Replacement will be accomplished with conventional excavation methods. Saw cut pavements, walks, and curbs as necessary. Conduct replacements and repairs per drawings and specifications. Contractor is responsible for all contractor caused damages to pavements, walkways, curbs, and landscaping. Bypass pumping to accommodate drainage and sewer repairs/replacement is incidental to the work and shall not be compensated separately. L.Sewer Lining shall consist of CIPP linings installed where indicated. Fully cure all linings and confirm installations per specification. Remove all improper contractor installations and re-install at no additional cost to the VA. Bypass pumping to accommodate sewer lining is incidental to the work and shall not be compensated separately. Successful bidder shall hold or obtain any and all necessary licenses or permits required to perform this work in the State of Mississippi. Estimated Price Range: Between $250,000 and $500,000. Location of the work: G.V. (Sonny) Montgomery VAMC, 1500 E. Woodrow Wilson Ave, Jackson, MS 39216. Tentative dates: ***All dates are estimates. Actual dates will be listed in the Invitation for Bid. *** Issuance of invitation: on or about May 14, 2014 Organized Site Visit/ Walk Through: on or about May 21, 2014 Bid Opening: on or about June 13, 2014 Contract Period of Performance: 180 calendar days after issuance of notice to proceed Plans, drawings, and specifications as applicable will be made available electronically via FedBizOpps at the time the invitation to bid is posted. Award is restricted 100% for Service Disabled Veteran Owned Small Business. Bidders must be registered and certified online with http://www.vip.vetbiz.gov and must be registered at http://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award.
