- Contractor Information Sheet The Department of State is conducting market research to determine the degree of interest and capability of cleared 8(a) firms in providing English-Language Digital Operations Support Services on site at a U.S. Department of State Annex in Washington, DC. The anticipated NAICS of these services is 519190 All Other Information Services. Although the Government is specifically seeking cleared 8(a) firms, any other cleared, socioeconomically disadvantaged firm with significant experience is encouraged to respond to this announcement. Responses must clearly demonstrate capabilities through examples of previous and/or current contracts or experience closely related to those listed below. Vendors must specifically address the following capabilities: • 8(a) Status • Other Socioeconomic Status • Facilities Clearance Status and Level • Experience in conducting open-source research and analysis of websites, interactive mainstream platforms and other relevant environments to support an English-language campaign aimed at audiences outside the United States. • Experience providing copyright-cleared imagery for use in product development and dissemination • Experience conducting focus group or other relevant pre-testing of product concepts and pilot products in order to ensure resonance with the target audience. • Experience conducting research about the target audience to support the campaign, including research on online information consumption habits, etc. • Experience in secure platform-specific and other targeted advertising in order to increase the reach of products among members of the target audience. • Experience providing a range of services that the Government anticipates may be necessary for the operation and maintenance of the program, such as additional labor hours, commercial-quality video production above and beyond what the multimedia specialist will be able to produce, etc. • Provide online analytics to determine specific targets for messages and to measure the impact of messages, including through the use of third-party tools. Initial period of performance is expected to be six months with two, one year options.
