- Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through FBO. The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island intends to purchase first article and production DT-574 hydrophones in accordance with Statement of Work (SOW) and DT-574 Series Hydrophone Critical Item Performance Specification (CIPS) in support of Hull Sensors & Systems (HSS) program. A five year Indefinite Quantity/Indefinite Delivery, Firm Fixed Price type contract is anticipated. The contract minimum is $50,000.00 worth of orders. The contract maximum quantity is 8100 units per year. Twelve First Article DT-574 Hydrophones (with 25' pigtail) will be required. Further details will be provided in Solicitation #N66604-14-R-1386, which is anticipated to be released on or about 5/15/14. NAICS Code 334511, Size Standard is 750 employees. This requirement is 100% Set-Aside for Small Business. Vendor must be JCP certified to receive drawings and/or specifications, which will be provided upon release of solicitation. Submit via e-mail the solicitation #, your mailing address, JCP certification number (required), cage code, phone # with your request. Drawings and/or specifications will be mailed via USPS. If expedited delivery is requested drawings and specifications will be mailed via FedEx; however, contractors must provide a FedEx Account # to be FedEx'd at contractor's expense. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Evaluation factors are Technical Capability which consists of two subfactors (technical approach and past performance) and Total Evaluated Price (TEP). Award will be based on the tradeoff process as follows: the Technical Capability subfactors are equal in importance. Technical Capability is significantly more important than the Total Evaluated Price. Although TEP is the less important evaluation factor, it is important and will be seriously considered. The degree of its importance will increase with the degree of equality of the proposals in relation to Technical Capability, or when it is so significantly high as to diminish the value of technical superiority to the Government. Required delivery of first article units is 9 months after contract award and delivery of production units is 8 months after First Article Acceptance and continuing on a delivery rate of 300 hydrophones per month (maximum) until completion, F.O.B.
