Description
This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and NO solicitation documents are currently publically available. Description of Proposed work: Contractor shall furnish all labor and materials to perform construction for Project 623-12-101 Full Facility Standby Generator System at Jack C. Montgomery VA Medical Center in accordance with project plans and specifications. The contractor shall understand that this project is at an actively working VA medical Center, careful scheduling and coordination of work is required so as to have minimal impact on the day to day operations of the hospital. The contractor can expect labor premiums for civil, site, rigging and underground utility work in the areas that affect access to the warehouse loading dock, building 52 loading dock and parking lots. Access to the loading docks and parking lots shall be provided. Loading dock areas and path of ingress / egress shall be accessible for delivery vehicles and semi-trucks Monday thru Friday 7 am to 5 pm and parking lots 5 am to 5:30 pm. Access may be provided using steel plates or other approved methods while excavation is open. This project will have selected building systems commissioned. The complete list of equipment and systems to be commissioned are specified in Section 01 91 00 General Commissioning Requirements. The commissioning process, which the contractor is responsible to execute, is defined in Section 01 91 00 General Commissioning Requirements. An independent Commissioning Agent has been contracted outside of the construction contract. The contractor, under the construction contract, will manage the commissioning process in cooperation with the Commissioning Agent. The contractor shall coordinate electrical utility service entrance work with local utility company (OG&E) and VA. The project plans indicating existing utility lines underground or overhead are only approximate and are not to be relied upon as accurate or complete. The contractor is responsible to field verify and locate all utility lines prior to excavation or construction in the given area of work. Contractor shall note that underground utility locating that is normally provided as a public service is not available for VA owned electrical, communication and civil works infrastructure on the VA campus. Contractor will be required to make arrangements with a utility locate company. In general, the scope includes all architectural, civil, structural, mechanical, electrical, plumbing, and fire protection work to complete the following: 1.Clearing, grubbing, utility location, site preparation for construction of new 5,500 SF building and all supporting mechanical, electrical, plumbing, fire protection and telecommunication/monitoring/alarm systems to house generators and auxiliary equipment. 2.Provide and install two 2750 kW 12.5/7.2 KV 3 phase 4W generators with bid option to provide and install a third similarly sized generator. Generators shall serve the full facility with standby power with the exception of Buildings 6, 7, 8, 9 and 10. 3.Provide and install one 175kW 120/240V 1 phase 3W generator to serve Buildings 6, 7, 8, 9 and10 with standby power. Modify the existing electric utility company, OG&E service entrance to accommodate new generator system. 4.Provide and install two 20,000 gallon fuel tanks in new building below generator room. 5.Provide and install new day tank and associated pumps, controls, and piping. 6.Provide and install 12.47kV load bank 7.Provide and install associated switchgears, transformers, transfer switches, and all electrical connections to provide standby power to full facility from new generators. 8.Modify the existing dual 12.47kV service entrances from electric utility company, OG&E. Installation of two (2) new medium voltage vacuum circuit breaker automatic transfer switches between the OG&E utility service and the existing campus medium voltage distribution switchgear. 9.Modify existing campus 12.47kV switchgear controls to work properly with new automatic transfer switches. 10.Build new power and controls duct bank and manhole between new generator building and existing switchgear building 54. Successful bidder shall hold or obtain any and all necessary licenses or permits required to perform this work in the State of Mississippi. Estimated Price Range: Between $5,000,000 and $10,000,000. Location of the work: Jack C. Montgomery VAMC 1011 Honor Heights Drive, Muskogee, OK 74401. Tentative dates: ***All dates are estimates. Actual dates will be listed in the Invitation for Bid. *** Issuance of invitation: on or about May 14, 2014 Organized Site Visit/ Walk Through: on or about May 21, 2014 Bid Opening: on or about June 13, 2014 Contract Period of Performance: 270 calendar days after issuance of notice to proceed Plans, drawings, and specifications as applicable will be made available electronically via FedBizOpps at the time the invitation to bid is posted. Award is restricted 100% for Service Disabled Veteran Owned Small Business. Bidders must be registered and certified online with http://www.vip.vetbiz.gov and must be registered at http://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award.
