Description
The contractor shall complete Ability to Pay (ATP) reviews on sites identified by EPA. For these reviews, the contractor will be required to evaluate historical and financial information provided by private landholders and public sources to determine if the landholders have the finical means necessary to conduct investigation and remediation activities at leaking underground storage tank sites. The reviews shall be conducted using the appropriate EPA approved model developed by the contractor for EPA for these sorts of analysis. Under this Work Assignment, the Contractor shall conduct data review and evaluation of records pertaining to UST Sites. This will include: 1) requesting required records (other than those provided by the Government) from the current responsible parties RPs) for the subject sites, 2) obtaining additional data on the RPs through online searches (e.g., Dunn & Bradstreet or Lexus Nexus), or hard copy requests (e.g., from BIA or tribes), if necessary, and 3) preparing ATP evaluations for each subject site.
