- Notice of Intent: This notice is not a request for competitive quotations. The Bureau of Reclamation, Great Plains Regional Office intends to award to Sangre deCristo Electric Association, Inc., a contract for electric utility services for the Mount Elbert Pumped Storage Powerplant and associated facilities located in Granite, Colorado. The resulting contract will be for 10 years. The proposed contract is for utility services that Reclamation believes that there is only once responsible source and no other source will satisfy the agency's requirement. A Justification for Other Than Full and Open Competition is being prepared in support of this contract. A determination by Reclamation not to compete this proposed contract action is solely within the discretion of the Government. The anticipated award date is May 31, 2014. The North American Industrial Classification System (NAICS) Code is 221122; with a small business size standard of 1,000 employees.
