- NAICS Code: 325320, Pesticide and Other Agricultural Chemical Manufacturing. The US Environmental Protection Agency (EPA) intends to negotiate a sole source firm?fixed price purchase order under Simplified Acquisition Procedures (SAP) for 10 grams of pyrifluquinazon, Chemical Abstracts Service (CAS) registry number (RN) 337458-27-2, to be used in studies being conducted by the EPA?s Office of Research and Development (ORD), National Health and Environmental Effects Research Laboratory (NHEERL), Toxic Assessment Division (TAD) located in the Research Triangle Park (RTP), NC. The EPA?s RTP Procurement Operations Division (RTPPOD) previously purchased pyrifluquinazon at a purity grade of 98% or greater. It is imperative that the pyrifluquinazon obtained under this requirement be of a purity grade 98% or greater to ensure that accurate comparisons can be made to prior collected data. The EPA believes that ChemService, Inc. (ChemService), 660 Tower Lane, West Chester, PA is the only source capable of providing the required purity grade of pyrifluquinazon. Other sellers of the insecticide are not able to provide it in the purity level required for this requirement. This contract is therefore being directed, without competition, to ChemService. The circumstance permitting Other than Full and Open Competition at this time is FAR 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or service will satisfy agency requirements. All interested parties who believe they can provide the required supply should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement. This notice and any amendments will be available via the internet at the following URL: https://www.fedconnect.net/FedConnect/Default.htm. The intent of this synopsis is to state the Government?s intention to sole source this acquisition and to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored.
