- Justification and Approval The Defense Information Technology Contracting Organization (DITCO) - National Capital Region (NCR) in support of Program Executive Office Command Control Capability (PEO-C2C) intends to award a Sole-Source Firm Fixed Price (FFP) contract to Bluestone Logic, LLC as a service-disabled veteran-owned small business set-aside. Bluestone Logic, a Service Disabled Veteran Owned Small Business, shall provide support to a broad range of System Engineering and Technical Assistance (SETA) tasks supporting the Joint Planning and Execution Services (JPES) Program Management Office (PMO) in support of the Joint Operational Planning and Execution System (JOPES) Modernization effort. The SETA effort includes, but is not limited to, strategic planning, conducting trade studies on various engineering topics, performing engineering analysis and reporting of options with recommended path forward, migration planning for transitioning legacy systems, updating JOPES modernization documentation and providing engineering support to the JPES PMO on Joint Planning and Execution Community (JPEC) needs and requirements associated with JOPES Modernization derived from the Command and Control (C2) Governance and Management process and specific C2 Working Groups. All work will be done in the context of supporting the JOPES Modernization Strategy developed in CY13 in conjunction with the Joint Staff, J33. The statutory authority for other than full and open competition is 10 U.S.C 2304 (d)(1)(B) and FAR 6.302-1(a)(2)(ii)/DFARS 206.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. In addition, this requirement is in accordance with FAR 19.1406 "Sole Source Awards to Service-disabled Veteran Owned Small Business Concerns." This notice of intent is not a request for competitive proposal and does not constitute a solicitation. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a capability statement that shall be considered by the agency. Capability statements should be no longer than five (5) pages and submitted within 15 days after the publication of this synopsis. All requests for further information must be in writing or via email; telephonic requests for additional information will not be honored.
