- Posted Date: April 24, 2014 Procurement Office: U.S. Environmental Protection Agency, Superfund RCRA Procurement Operations Division (3805R) 1200 Pennsylvania Avenue, NW Washington, DC 20004 Response Date: April 28, 2014 Authority: The authority and reference is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." The U.S. Environmental Protection Agency?s Office of Superfund Regional Procurement Operations Division intends to award a sole source firm-fixed priced Purchase Order to purchase tech support for the Freezerworks sample tracking system. Freezerworks is a proprietary software program sold by Dataworks Development. The support can only be provided by Dataworks Development, especially since it includes upgrades to the system. The intent is to issue the Purchase Order to Dataworks Development Inc. P.O. Box 174 Mountlake Terrace WA. 98043. Dataworks Development is the sole vendor for the Freezerworks sample management software that is in use in NERL/MCEARD& EERD. Therefore, it is the only vendor that can provide customer support for the software. Customer support not only included trouble shooting and other technical support, but also includes updates to the software itself. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within two (2) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. If competed, award will be made based on lowest priced technically acceptable quote. All questions should be directed to Ron Bell via the e-mail link below on or before April 25, 2014 at 3pm EST.
