- The NAVSUP Fleet Logistics Center Norfolk Contracting Department Philadelphia Office intends to procure custom fitted body amour and load bearing raid covers in support of NCIS. Subject requirement will be processed under FAR part 12 as a commercial items acquisition. The custom fitted body armor will be soft body armor with minimum ballistic panel impact protection of level IIIA/NIJ06. Body armor shall include two (2) white cancelable carriers, one black tactical carrier with pockets, Federal agent patch and police patch. It is anticipated that this procurement action will result in the issuance of a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Contract with a period of Performance (POP) of 1 year starting in July 2014, and will allow for up to four one year option periods. Subject requirement will be restricted to small business concerns fitting under NACIS code 315280, FSC code 8470. It is anticipated that the number of custom fitted body armor vests is estimated to be anywhere from 16 to 120 per year. Please note that the customizing of these units will be done on Government installations, contractor personnel must be U.S. citizens to gain access.
