- WASHINGTON HEADQUARTERS SERVICES ACQUISITION DIRECTORATE 1225 SOUTH CLARK STREET ARLINGTON, VA 22202 SOURCES SOUGHT NOTICE PENTAGON FORCE PROTECTION AGENCY (PFPA) PFPA POLICE OFFICER UNIFORMS - HEATHER GREY SHIRTS A. Purpose: This is a sources sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is seeking firms doing business in North American Industry Classification System (NAICS) codes 315210, 315220 and 315240, Police Uniforms for the Pentagon Force Protection Agency, U.S. Pentagon Police Department. B. Introduction/Background. The Pentagon Force Protection Agency (PFPA) mission is to provide force protection, security, and law enforcement operations as required for the people, facilities, infrastructure, and other resources at the Pentagon Reservation and for DoD activities and DoD-occupied facilities not under the jurisdiction of a Military Department within the National Capital Region (NCR). In order to fully respond to the responsibilities of the mission, PFPA requires Heather Grey Class A shirts for its police officers. Washington Headquarters Services Acquisition Directorate (WHS AD) intends to gather market research to determine the viability of acquiring all items in this requirement from a single offeror. The successful offeror shall furnish all items included in the attachments entitled "Uniform Brand Specifications 4-08-2014 Class A Shirt Uniform Package" and "Uniform Contract Catalog 4-9-2014 Class A Shirt package." All items shall be brand name or equivalent. Proposed brand name equivalent items must contain all salient characteristics of the brand name product. If brand name or equivalent items are available under GSA schedule, GSA schedule information including GSA contract number should be provided with the response to this request for information. The anticipated contract will be awarded as a combination firm-fixed price (FFP) contract. C. Objective WHS AD seeks responses from all interested firms particularly small business firms to include small businesses in all socio-economic categories (8(a), HubZone, Service-Disabled Veteran-Owned, Women-Owned, and Economically Disadvantaged Women-Owned Small Business). Successful firms must demonstrate in their response to this notice the ability to supply the following uniform item: A custom Heather grey color shirt that is specific to the U.S. Pentagon Police Department. Class "A" Duty Shirt, Short Sleeve (Male): Heather Grey; Poly Rayon blend; Blauer, 8910-10. Class "A" Duty Shirt, Long Sleeve (Male): Heather Grey; Poly Rayon blend; Blauer, 8900-10. Class "A" Duty Shirt, Short Sleeve (Female): Heather Grey; Poly Rayon blend; Blauer, 8910W-10. Class "A" Duty Shirt, Long Sleeve (Female): Heather Grey; Poly Rayon blend; Blauer, 8900W-10 Responses to this request for information must clearly demonstrate the availability to provide the specified item and that all required items are brand name or equivalent. The responses may include a capabilities statement and past performance references to former and current contracts (stating the dates of performance, quantities and the value of the contracts). Responses should be returned via email as an attachment. Please provide responses in an 8 ½ by 11-inch standard paper format and limit the number of pages to 5 (including all attachments). The information must be complete and sufficiently detailed to give the WHS AD team sufficient information to determine the firm's qualifications. D. Response Requirements: Responses to this notice must include: 1. Company name, address and phone number 2. Contractor and Government Entity (CAGE) code 3. Primary Point of Contact name, phone and email 4. A summary description of relevant experience and ability to provide PFPA Officer Uniforms that meet the aforementioned objectives. Respondents should provide complete responses to each capability area addressed above. 5. If respondent has a government contract vehicle such as a Federal Supply Schedule or other government-wide use contract that would address the scope of this requirement, please indicate contract number in your response. E. Deadline: The Government requests interested parties to submit a letter of interest and statement of current capability to perform the above services via email with the subject line "PFPA POLICE OFFICER UNIFORMS - HEATHER GREY SHIRTS" to george.s.ferguson.civ@mail.mil or catherine.l.stevens7.civ@mail.mil by May 7, 2014 at 5 PM EDT. F. At this time, no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION and DO NOT SUBMIT OFFERS. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOps) website. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this notice. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing at this website.
