- This is a special notice to announce a Draft Request for Proposal (DRFP). This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). A DRFP is not a formal solicitation tool; rather it is used to gather comments and suggestions from potential offerors prior to the release of a final solicitation, if any. This notice is not a guarantee that a final solicitation will be issued, nor does it commit the Government to release a final solicitation at any time. Any responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information presented or the use of any such information. The National Ground Intelligence Center (NGIC) has a software operations and maintenance support requirement. The contract for this requirement is intended to ensure that the software applications are continually maintained for appropriate security posture and technology upgrades, and improved to enhance the analysts' work environment. The support shall ensure that mission software applications and systems covered by the contract are maintained and enhanced to achieve/maintain system certification and accreditation. The DRFP will be posted to the Army Single Face to Industry (ASFI) website, at https://acquisition.army.mil/asfi and will also available through the Federal Business Opportunities (FedBizOpps) website https://www.fbo.gov/ under the controlling document number W911W5-14-R-0002. Comments and suggestions regarding this DRFP shall be sent in writing via e-mail to the Contract Specialist, Tom Bickley, at william.t.bickley.civ@mail.mil and submitted not later than April 29, 2014. Comments and suggestions received in response to this DRFP will be posted to the Army Single Face to Industry (ASFI) website, at https://acquisition.army.mil/asfi and will also available through the Federal Business Opportunities (FedBizOpps) website https://www.fbo.gov/.
