- Justification Sole Source This notice is being posted in compliance with FAR 13.501(a)(1)(iii),within 14 days after placing an order exceeding the simplified acquisition threshold supported by a sole source justification. On April 23, 2014, The National Institute of Allergy and Infectious Diseases issued a purchase order to Signal Perfection LTD under HHSN272201400467P. The completion/delivery date is April 28, 2014. This purchase order was issued under the authority of Section 4202 of the Clinger-Cohen Act of 1996, only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized for the justification. The justification document is provided in the attached package.
