- This synopsis is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov. NAVSEA intends to issue a delivery order under Basic Ordering Agreement Number N00024-12-G-4329, on an other than full and open competition basis, to Lockheed Martin Mission Systems and Sensors (LM MS2), in accordance with FAR 6.302-1, to support emergent efforts to modernize and upgrade USS FREEDOM (LCS 1) and USS FORT WORTH (LCS 3) during their upcoming Availabilities. These efforts require all prerequisite design work, which includes ship checks, ship installation drawing development, work specification development, and installation costs for Ship Change Document (SCD) 14200 - Splitter/Combining Gear Lube Oil Coolers - Seawater Cooling. This SCD is currently planned for the upcoming LCS 1 CMAV, scheduled to start 02 June 2014. In addition, a proposal is requested to identify the cost to provide Technical Support during the installation of the Laser Net Find Sensors on LCS 3 and the ILS tail. As the shipbuilder of the LCS 1 and LCS 3 variants, LM MS2 is the only known source with the extensive previous experience necessary to perform these efforts and has developed unique and technical expertise for the design, engineering, construction, and maintenance of these ships. Additionally, LM MS2 is the only known source capable of providing coverage in order to prevent possible disruption in services and unacceptable delays in mission critical efforts necessary to restore or maintain the ship to a fully operational level required to support the Fleet. The statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
