- Background: The Space and Naval Warfare Systems Command (SPAWAR) Fleet Readiness Directorate (FRD) Data Center and Application Optimization (DCAO) office held an Industry Day on 20 November 2013 in Alexandra, VA. The event provided industry with the current status of Navy DCC efforts and the notional way forward for the Navy DCC Way Ahead contracting strategy for data center consolidation efforts. The intent of this brief sheet is to provide an update on Navy DCC Way Ahead progress. Progress Update: Industry Engagement: --- Industry Day (20 Nov 2013) - 400 Attendees (218 companies represented) --- Industry One-on-Ones (Jan-Mar 2014) ------ DCAO has conducted over 70 One-on-One meetings with large and small business partners. ------ DCAO gained valuable insight and feedback regarding technical and contract considerations. This included industry providing examples of commercial best practices along with potential innovative methods and performance measurements. --- Industry Meetings (On going) DCAO continuing weekly (~3/week) industry engagements focusing on current and future Navy DCC work. DCAO Contracting Strategy: --- The Notional Contract Strategies presented during industry day have been refined as a result of: ------ Information that was provided by Industry during One-on-One meetings helped shape the contract strategy with respect to tiers structure. ------ The specific requirements and capability necessary for work to be conducted. ------ Critical timelines to enable Industry participation to support expanded scope. --- Tier 1 Application Rationalization/Business Process Reengineering ------ Industry feedback reaffirmed Navys desire that application rationalization work be started as soon as possible to support work ongoing with the other Tiers. As depicted at Industry Day, the Tier 1 work will be performed as a stand-alone effort on an existing contract vehicle. ------ Contract vehicle: GSA Alliant ------ RFP Released: 30 March 2014 ------ Proposals Due Date: 1 May 2014 ------ Projected Contract Award: 30 June 2014 --- Tiers 2, 3, 4A Modernization, Virtualization, and Migration ------ Government determined that based on the technical interdependencies and to avoid seam issues modernize, virtualize, and migrate activities would be part of one contract. Industry feedback during One-on-Ones supported this decision. ------ Contract vehicle: GSA Alliant ------ Draft RFP Release: 21 April 2014 ------ Projected Final RFP Release: 26 May 2014 ------ Proposals Due Date: 26 June 2014 (projected) ------ Projected Contract Award: 1 Oct 2014 --- Tier 4B (Hosting) and Tier 5 (End-to-End Integration) ------ Tier 4B (Hosting) - The Government continues to utilize and examine current contract vehicles to support commercial hosting requirements. As the DoD Enterprise Cloud Security Model develops, DCAO will pursue contracting efforts across Impact Levels 1 through 5. ------ Tier 5 (End-to-End Integration) - The Government continues to define the requirements and contracting strategy for Tier 5 as work on Tiers 1 thru 4 progresses. Navy DCC Governance and Technical Standards: --- Navy DCC Way Ahead direction and scope of effort was reviewed Feb14 by ASN RD&A and Mar14 by the Navy Enterprise IT Governance Board. --- Hosting Technical Standards for current hosting environments were published by SPAWARs Chief Engineer in Feb14.
