Description
I. INTRODUCTION/PURPOSE The Mine Safety and Health Administration is issuing this Sources Sought Notice-Request for Information to improve its understanding of the market and identify qualified vendors capable of providing dosimeter kits. II. BACKGROUND Noise is one of the most pervasive health hazards in mining. Exposure to hazardous sound levels results in the development of occupational noise induced hearing loss, which is distinguishable from hearing loss associated with aging or with medical conditions. Considerable safety risks arise because workers with noise-induced hearing loss may not hear audible warnings and safety signals. MSHA's regulations establish exposure level standards that are designed to reduce the incidence of hearing loss by maintaining miners' exposures at or below the established standard. Reducing the overexposures will ultimately lead to a reduction in the incidence of disease among the current mine workforce. MSHA must be prepared to monitor the working environment of the mines in order to determine if the noise levels are being effectively controlled by the measures utilized by the mine operator. The only means to accomplish the task of monitoring in this harsh environment is through the use of dosimeters. III. OBJECTIVE To locate vendors capable of providing the following product with the required specifications. PRODUCT: Five unit, Edge 5 Dosimeter Kit, 3M Quest Part number 5EG5-D-AC3 Estimated quantity: 50 Delivered in varying quantities to approximately eleven locations throughout the United States. SPECIFICATIONS: • (5) Edge eg5 dosimeters with ¼" microphone • Must be approved by MSHA as intrinsically safe for use in underground coal mines • AC300 calibrator • EdgeDock-5 five bay edge docking station • (8) windscreens • Calibrator adapter • USB cable • Power supply • Storage case • Weight: 3 ounces • Measures: 2.1" wide X 3.5" long X.75" thick • Cable free and is mounted on the shoulder • Built in reader that can be used underground • Capability of being programmed to MSHA enforcement standards and data logging IV. SUBMISSION REQUIREMENTS i. The following information should be provided in response to this Request for Information: a. Vendor's name; b. Vendor's address; c. Point of contact name, telephone number, and e-mail address; d. DUNS Number; e. Identification of business size (small business, small disadvantaged, Small Woman-Owned Business, Small Veteran-Owned Business, Small Disabled Veteran-Owned Business, Small/Disadvantaged Business SBA 8(a) Program, (HUB) Zone small business); f. GSA Schedule information if applicable; g. Whether or not the vendor is the manufacturer of the product. h. Capability to provide the product to the specifications or an equivalent. Please provide full specifications if an equivalent is proposed. ii. Responses must be submitted in writing according to the requirements outlined in this document and received via e-mail by smith.mindy@dol.gov no later than 3:00 PM (EST) on May 1, 2014.
