- It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to CONSARC CORPORATION, Rancocas, NJ to purchase three crucible assemblies for a Consarc Corporation designed and built VAR/ESR melting furnance. All technical questions regarding this requirement should be directed to Mr. Paul Jablonski at 541-967-5982, e-mail Paul.Jablonski@netl.doe.gov. This is considered a sole source to CONSARC CORPORATION because they are the only company that can provide the VAR/ESR furnace crucible assemblies which were designed and built by Consarc Corporation. For operational consistency and safety concerns related to melting operations in the VAR/ESR melting furnace, the crucible assemblies should be manufactured to the same exact specifications as the original crucible assemblies purchased with the melting furnace. Consarc Corporation as designer and manufacturer of the VAR/ESR melting furnace installed at NETL, Albany, OR. NOTICE: Vendors who are going to quote on the RFQ are strongly encouraged to submit their completed copies of the Request for Quotation (RFQ) (SF-18), proposal(s), and other documents via the FEDCONNECT portal at www.fedconnect.net. Request for Quotation (SF-18), proposal(s), and other documents shall also be accepted via email and fax. Vendors may email their Request for Quotation, proposal(s), and other documents to the Contract Specialist assigned to this requirement, e-mail at Robert.Mohn@netl.doe.gov or fax to 412-386-5770. Mr. Mohn can also be reached by telephone at 412-386-4963. If submitting quote, proposal, and/or other documents via FedConnect, please do not submit via email. EVALUATION: An award will be made to the lowest priced, technically acceptable offer. An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. To be considered for evaluation, offerors must quote on all items/services listed in the solicitation. Offerors shall submit descriptive literature detailing features, technical capabilities, and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this provision as it compares to the minimum characteristics provided herein. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Compliance will be determined by the offeror's provision of literature showing performance capabilities or through writ ten narrative discussing the points not covered by the published literature.
