Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources that includes; (1) other than small businesses (large businesses, education institutions, non-profits, etc.); (2) small business sources; (3) HubZone small businesses; (4) service-disabled small businesses; (5) veteran-owned small businesses; (6) 8(a) small businesses; (7) veteran-owned small businesses; (8) woman-owned small businesses; (9) small disadvantaged businesses; and (10) private contractors and consultants, who can perform the requirements of the size classification relative to the North American Industry Classification System (NAICS) code as specified below. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government's requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for market research purposes only. The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business social-economic set-aside, competitive or non-competitive method is possible, and to determine the availability of qualified companies technically capable of meeting the Government's requirement. Responses to this notice should be emailed to the Contracting Officer as follows: Scot B Plank, email: scot.b.plank.civ@mail.mil. ALL organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code applicable to this requirement is 541930 Translation and Interpretation Services and the associated small business size standard of $7M. Purpose and Objectives for the Procurement: The US Army Medical Research Institute of Chemical Defense (USAMRICD) Wood Technical Library may have an upcoming requirement for complete translation of a Farsi book into English: Medical Review of Iraqi Chemical Warfare (ISBN: 978-9-644-56654-7) authored by Sayyid Abbas Furutan. This book features a description of chemical weapons used by Iraq during the Iran-Iraq War, the method of deployment, and the symptoms of exposure. It also includes an atlas of victims of chemical warfare. The completed translation shall be a technical and grammatical accurate translation of the foreign language work to include any non-English references in the bibliography. Translator must possess the skills to provide translation of the scientific and medical terminology that conform to the intent and meaning of the original work. Reproduction of all graphical material (tabular, graph, and photography) with appropriate translation of terminology contained therein shall be inserted in sequence and be located identically to the original (where feasible). Since the Farsi original reads back to front, the translation may follow this format so as to preserve the integrity of the original text. That is, the translation may start at the end and move forward to the beginning so that when compared to the original Farsi, the translation follows the original organization. There shall be no advertising such as quote mark Translated for Aberdeen Proving Ground quote mark added by the translator. The translator is also prohibited from copyrighting the translated material. Upon award of contract, Wood Technical Library will provide a digital copy of Medical Review of Iraqi Chemical Warfare to the translator. Upon completion of the translation, the translator shall deliver one electronic copy to the Wood Technical Library.
