- Synopsis VA528-14-R-0252: This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and no solicitation documents are currently publically available. Competition for this procurement is restricted to SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Requirement: The Department of Veterans Affairs is seeking a construction contractor to furnish all labor, tools, materials, equipment, supplies and supervision to replace the roof above respiratory therapy, 3rd floor core at the VA Medical Center in Albany, NY in accordance with the drawings and specifications. Work includes, but is not limited to, architectural, structural, mechanical, plumbing, electrical, etc. Per FAR Subpart 36.204, the magnitude of this construction project is estimated to be $250,000-$500,000. Project Number is 528A8-14-803. The work includes, but is not limited to, electrical, mechanical, plumbing/HVAC, and carpentry. The project area is located on the north side of Building 1 above the third floor Respiratory Therapy Department. The north side of the roof is located above a second floor area and is open to the back parking area. With the mechanical and structural portions of the project finalized or near completion, the project will consist of removing the existing flat roof system top layer and fleece back single ply, fully adhered membrane down the original ballasted roof system. The existing roof to be removed consists of (1) layer of 1" polyisocyanurate insulation mechanically attached, and with ½" mechanically attached perlite insulation below and the newly installed roof will be 3 1/2" of built up insulation followed by a multi-ply asphalt built-up roof with gravel on top. Parapets and roof drains shall be modified for the new roof system. Existing penetrations and voids that are no longer needed will be in filled and integrated with the new roof system. The fully installed roof system shall carry a warranty that provides for a leak free roof. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $33.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of New York. Additional Information Regarding Proposal Submission: Prospective contractors must be registered and certified online with http://www.vip.vetbiz.gov and must be registered at http://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. Solicitation will be posted on/about May 15, 2014. A walk-through will be held on or about one week after the posting of the solicitation for this RFP. These dates are estimates.
