- INTRODUCTION: The National Institute of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Tecan US 9401 Globe Center Drive, Suite 140, Morrisville, North Carolina 27560 to procure the following: (BRAND-NAME: TECAN U.S.-FREEDOM EVO100) Procurement : 1. BACKGROUND : The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. NHGRI also supports the training of investigators and the dissemination of genome information to the public and to health professionals. The NHGRI Cancer Genetics Branch (CGB) Ostrander Lab is one of several research branches within the Institute's Intramural Research Program that develops and utilizes state-of-the-art genomic-based technologies. The Branch applies these advances to cancer-related questions of public health concern. The primary focus of CGB investigators is to identify the genetic contribution to the processes of cancer susceptibility, tumor initiation and progression, treatment response, and long-term outcomes. Investigators in the Cancer Genetics Branch (CGB) seek to identify and study genes that contribute to cancer susceptibility and progression. CGB investigators are zeroing in on inherited mutations that contribute to the development of various aggressive cancers, including sarcomas and prostate, breast, and kidney cancers. They also are interested in understanding the relationship between genetic variation and cancer progression and in finding germline variants that lead, specifically, to fast-growing, aggressive tumors. The susceptibility many types of cancers is largely inherited or results from an accumulation of genetic changes in a number of genes occurring over time. Period of Performance : 30 Days from Award JUSTIFICATION: The Tecan Freedom EVO100 will provide CGB lab with an advanced and reliable liquid handling system that will allow us to automate various applications including PCR, DNA Sequencing and nucleic acid sample preparation. Currently, adding the Tecan platform to existing equipment would greatly increase the efficiency and production of the research lab. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION : Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-72 (January 30, 2014). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
