- The Department of Veterans Affairs, National Cemetery Administration, intends to issue a Request for Proposal (RFP) numbered VA786-14-R-0030 to provide all labor, materials, equipment, and services to repair/replace irrigation master valves and components associated with the master valves valve box assemblies at the Los Angeles National Cemetery located in Los Angeles, CA, as required by the drawings and specifications. Unless additional notice is given or this notice is modified or cancelled, the full solicitation, specifications, and drawings will be posted on FedBizOpps (www.fbo.com). The anticipated issuance date of this solicitation is approximately May 1, 2014, This solicitation is 100% set-aside for Small Disadvantaged Veteran Owned Business (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: Those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at www.sam.gov and have completed online Representations and Certifications prior to contract award; www.cpscontractor.nih.gov and www.vets100vets.dol.gov. NAICS Code: 237110Size Standards: $33.5 Million Project Magnitude: Between $25,000 and $100,000. All interested parties should register via FedBizOpps interested vendors list. It is the responsibility of the offeror to monitor, download, and acknowledge all solicitation documents and amendments from FedBizOpps which may be issued to this solicitation. All amendments must be acknowledged; a bid or proposal received without acknowledgment of the amendments will be rejected as non-responsive. The Contract Specialist and point of contact for this solicitation is Kandy Clark, e-mail kandy.clark@va.gov. Telephone requests will NOT be accepted. The Contract Specialist will not be able to respond to any questions to this notice until an RFP is issued. Once the RFP is issued, interested parties must submit questions via e-mail to the Contract Specialist. Questions will be answered through an amendment of the solicitation.
