Description
The Defense Threat Reduction Agency (DTRA) intends to negotiate on a sole-source basis to modify contract W9113M-08-C-0194 with the University of Alaska Fairbanks (UAF), 3295 College Road, Fairbanks, AK 99709-3705. DTRA requires additional support during the period 01 October 2014 - 31 March 2015 for continued waveform operations and maintenance effort as well support for the repositioning and effective reinstallation of a waveform monitoring station (AS 112) formerly installed on Attu Island, Alaska to Shemya Island, Alaska. The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(I), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(l). UAF is the only responsible source that can accomplish the specified waveform support requirements. The proposed extension addresses urgent interim waveform operational requirements that are consistent with previously determined Nuclear Arms Control Technology (NACT) program priorities and requirements and operational commitments to the verification regime for the 1996 Comprehensive Test Ban Treaty (CTBT). This extension permits the Agency to satisfy the completion of priority FYl 4-15 requirements. The planning and completion of the AS 112 relocation project represents a major commitment for the Agency and is among the primary FY14-15 milestones for NACT. UAF's unique familiarity with all facets of planning and executing these projects is unmatched and cannot be duplicated by another contractor without increased cost that cannot be recovered through competition, unacceptable schedule delay and other harm to the Government from failure to meet monitoring commitments. Additionally, the US Government commitment to support the U.S. International Monitoring System (IMS) and CTBT verification regime could by harmed by an interruption to waveform monitoring station operations. The risk of such an interruption increases with the precipitous nature of a change in the waveform O&M support contractor, especially if the change were mandated to occur soon after the NACT program transitioned from the Army to DTRA. Additionally, the lack of shareable system operations manuals and pending equipment inventories preclude effective competition at this time. Allowing additional time and opportunity for the new DTRA program office to identify and resolve these waveform operations issues ahead of future competition of the waveform O&M contract best allows for this desired operational continuity. This notice of contract action is not a request for competitive proposals; no formal solicitation will be issued as a result of this announcement. All responsible sources may submit a capability statement which shall be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination to proceed with this effort on a sole source basis based upon capability statements received and evaluated in response to this announcement is solely within the discretion of the Government.
